Mayor Elisha large presided over the meeting. CounCilmen present <br /> were: Messrs. Fred Lamb, k.A. Reid, Sam Bond, Fred Carlson, P. J. Hanns, C.,C. Page and <br /> Louis Koppe; absent: A. C. Farrington. . <br /> on file. The minutes of the previous meeting, Aug~st 14, 19~9,were presented and ordered placed <br /> - I <br /> 1.1 JaJIles H. Tierney addressed the council compliIDenting the members upon the very fine <br /> services that they were renderin~ and pledged his support. <br /> Mr. E. U. Lee addressed the council requesting their cons~deration of his request for <br /> the moving of a small house from the old Luckey property to the rear of his lot at 1040 High Street, <br /> waiving the one hoUr fire resistive requirements for Zone 2, which the Board of Appeals reconnnended <br /> for denial. rCouncilman Carlson addressed the council explaining the situation wherein he pointed <br /> out that Mr. Lee had assumed that if the committee considered the approval of moving said house <br /> to another, piece of property that he could see no reason why it couldn't be moved to this location <br /> and asked that Mr. Lee's request be granted. Upon motion made and seoonded Mr. Lee's request was <br /> 2 Y unanimously approved. <br /> Counoilman Carlson, acting as Chairman of the Finanoe Committee, in the absenoe of <br /> A. C. Farrington, presented the offer of Peter F. Peterson, $400.00 cash, for Lot 6, Blook 2, <br /> Walnut Park Addition, stating that the oommittee reoommended a prioe of $475.00 for this property <br /> 3 J if olient begins construotion of a house within sixty days. Upon motion made and seoonded th~ <br /> reoommendation of the Finanoe Committee was uanimously approved. > <br /> Counoilman Carlson presented the, offer of E. H. Hall, $100.00, $20.00 cash and the balanoe <br /> to be paid when the title is ready for Lot 6, Blook 25, College Hill Park Addition. The Finanoe <br /> Ai Committee recommended a counter offer of $~50.00. Upon motion nade and seconded the re6'onnnendation <br /> 4 of the Finanoe Comlni ttee was unanimously approved. <br /> The offer of E. H. Peterson for client, Plato MoFee, $475.09, $75.00 cash and balance <br /> at $15.00 or more per month with $.% interest included in payments for Lot 8, Block 10, Hendrick's I <br /> / Addition was presented to the Council with a reconnnenda tion of approval from the Finance Committee. <br /> 5. Upon motion made and seoonded the reoonnnendation of the Finance Committee was un.animously.appro~d. <br /> The Finance Committee recommended the offer of E. H. Peterson for olient, J. C. Watts, <br /> $700.00, $25.00 oash and the balance when title is obtained for Lots 5 and 6, Block 6, Lizzie <br /> Luokey Addition (50 feet north from t'he northwest corner of 16th Avenue and Olive Street). This <br /> offer is made on the condition that Mr. Watts be permitted to build a multiple dwelling on eaoh <br /> lot. Upon motion made and seoonded the reoommenda ti on of the Finanoe Committee was unanimous ly <br /> 6..% approved. <br /> The Finance Committee also reoommended the offer of Oregon Settlement Association for <br /> client, Elmer Smith, $1985.00, $100.00 with offer; $~OO.OO when contract is prepared; balance at <br /> ! t25.00 per month plus interest at 6% interest to be paid semi-annually; for the east 97 feet of <br /> the south 90.9 feet, of Lot 3, Block 17, Fairmount Addition. Upon motion made ~d seconded the <br /> 7'"' recommendation of the Finanoe Committee was unanimously approved. <br /> The offer of W. K. Striker for olient John Snellstrom $250.00, $50.00 dawn and the balanoe <br /> of $200.00 upon aoceptance of offer and delivery of title was presented to the oouncil wi th the <br /> 8v1 recommendation of the Finanoe ColDlIIdlttee. Upon motion I1Bde and seconded the reoommendation of the <br /> Finance Committee was \m8.nimous ly approved. <br /> Councilman Iamb, Chairman of the Judiciary Committee, requested that the City Reoorder <br /> present conmunication from the City Attorney, S. M. Calkins, upon the request of George T. Hall, in <br /> which Mr. Hall asked cooperation of the City of Eugene in having the alley at 5th Street extending <br /> to the Southern Pacific property again opened to traffic. Communication was presented in whioh I <br /> City Attorney Calkins stated that in his opinion the Southern Pacific Complny had a right to close <br /> the end of the alley f'unning from Fifth Street to the point where it enters -their property. It was <br /> v the recommendation of the Juiiciary Committee that the report be approved and upon motion made and <br /> 9 seconded the recommendation was unanimously approved. <br /> Councilman hanna, Chairmim of' the Fire and Water Committee recollI[OOnded the placeIrent of a <br /> or street light at the intersection of 23rd Avenue ani ,_Lincoln Street. Upon motion nade and seconied <br /> 1 the recommendation was unanimously approved. <br /> Councilnan Carlson re-newed the request of the Scherer Motor Complny for a curb out at I <br /> 9CIJ Olive Street which had beendenied at the last council meeting. Mr. Clubb briefly explained <br /> that as the company was looated directly on an alley, it would appear that the oompany could nake <br /> use of the alley thus preventing the cutting of the curb. Councilman Carlson stated that he <br /> believed the curb cut problem in this area could be worked out With satisfaction to all concermd. <br /> 1 The matter was referred to the Street Committee with power to act and it was so ordered. <br /> Council man Page, Chairnml of the Printing and Parks Connnittee reported that his <br /> J2 cOlll1llittee was in favor of granting a location in the Spencer's Butte Park to the Active Club for <br /> a Boy Scout Cabin but requested two weeks time to run the property lines so as to s tipula te the <br /> exact location. Upon motion made and seconded the request, was unanimously granted. <br /> .... <br />
