December ll~ 1939. Mayor Elisha Large presided over the meetin . <br /> Councilmen present were; Messrs. Fred E. Lamb, A. A. Reid, P. J. Hann s , C. C. Page, <br /> 1- Sam G. Bond, A. G. Farrington and Louis Koppe; absent: Fred Carlson. ~ <br /> yl <br /> The minutes of the previous meeting, November 27, were presented and J!,..'''' <br /> ....... <br /> 2~ ordered placed on file. <br /> Mr. Roy Morse representing the Merchants Division of the Eugene Chamber of <br /> I Commerce addressed the council and presented a number of petitions asking the counci <br /> to change the starting time of the operations of the parking meters ~rom eight otclo <br /> A.M. to ten o'clock A.M. DarIe A. Seymour and Ralph Newman spoke in favbr of the <br /> change after which a gBneral discussion was had by all members of the Council and t <br /> Mayor. Councilman Page made a motion to grant the request for a trial period betwe <br /> now and Christmas without amending the ordinance and the Merchants Division of the <br /> Chamber of Commerce requested to make a careful check on the street use and make a <br /> report to the council at their meeting to be held on December 26. Counc ilman Lamb <br /> seconded the motion and upon calling the ayes and nays the following councilmen <br /> voted aye: Lamb, Reid, Hanns, Page, Bond, Farrington and Koppe; nay: none; absent: <br /> Carlson. The motion was declared unanimously carried and the meters are to be given <br /> 3 --- a trJal at the se hours. <br /> Mr. Bert Reeves, local building contractor, addressed the council ~oncerning. <br /> ,the use of the streets abutting a bUilding within which or upon which local ~~~ <br /> ~ontractors are making repairs and for which a building permit has beenropinion of <br /> the local contractors that they be permitted the use of the streets to park their <br /> trucks containing supplies for the length of time required to make the r~pairs and <br /> under the new set up this was not being allowed. At the request of Councilman Bond <br /> 4--- the matter was referred to the Police Committee to report at the next council meetin . <br /> Mr". J. W. McCracken of McCracken Bros. Motor Freight Company addressed the <br /> council concerning the use of the streets for trucking firms now that parking meters <br /> ,are being used as a means of regulation. He stated that the business companies have <br /> I n~ objections to the payment of parking privileges but they feel that if the council <br /> would issue meter bags upon an annual charge that it would f~c~litate matters for <br /> everybody and he thought that it should be done. He also stated that because the <br /> streets are being very (:;. arefully checked the alleys were being used by cars for other <br /> purposes than previously had been done and felt that the alleys should be thoroughly <br /> checked. Further, he fel t that the loading zones should be l' estricted to "G ruck use <br /> in the afternoon because of the large amount of buying in the morning by surrounding <br /> communities and the same being picked up and shipped in the afternoon. The matter <br /> 5--' as referred to the Police Committee to report at the next meeting of the oouncil. <br /> At this time there was presented to the council a petition on behalf of the <br /> arent Teachers Association of Eugene and the local service clubs asking the council <br /> to call a special election for the proposed swimming pool project. Councilman Hanns <br /> said that this matter should be referred to the people for a vote and Councilman <br /> I arrington felt that the opposition should be heard before the council takes action. <br /> Mr. A. E. Barrette stated that before the matter was referred to the people that <br /> ~here should be a detailed outline of the cost of the construction of the pro ject <br /> nd the actual mffintenance cost after it is in service. Mayor Large referred the <br /> atter to the council as a committee of the whole and set the meeting of January 8 <br /> 6- ts a meeting to hold arguments pro and con. <br /> Reverend E. J. Fulton, minister of the Lighthouse Temple addressed the counci <br /> 'n behalf of the Ministerial Association of Eugene and the Salvation Army making a <br /> I lea for the city to set aside $1500.00 out of this year's emergency fund for taking <br /> ~are of transients and for relief purposes. Councilman Hanns asked where the money <br /> I was to come from and Councilman Farrington stated that no money had been budgeted <br /> nd was at a loss to know where they could get the money. Mayor Large referred the <br /> atter to the council as a committee of the whole to be brought up again at the meeti g <br /> 7- f December 26. <br /> The Finance Committee recommended the acceptance of the property offer of <br /> dith Gardiner for client, Kenneth Blais, $500.00 cash for the north 106 feet of Lot <br /> ~O, Block 6, Huddlestons Amended Addition. He intends to build, if allowed to build, <br /> duplex. Motion was made and seconded approving the recommendation of the committee, <br /> I ut it was reported that the Board of Appeals recommended the denial of the request <br /> 8-- [0 build a duplex on this property and this recommendation was unanimously approved. <br /> o Because of a better offer the Finance Committee recommended the denial of the <br /> ffer of F. L. Larsen, $50.00 cash, for lot on the north side of 8th Avenue West <br /> ~eginning 39.4 feet east of Almaden and running east 50 feet and north 125 feet. <br /> 9 - pon motion made and seconded the recommendation was unanimously approved. <br /> [ The Finance Committee recommended a down payment of 20% and a counter offer <br /> f $500.00 on the offer of George H. Newton, $400.00, $40.00 cash and the balance at <br /> ~7.00 or more per month plus interest at 6% for the lot at the southwest corner of <br /> [6th and Jefferson. Upon motion made and duly seconded the recommendation was <br /> 10", !nanimous ly approved. <br /> II: . ~ <br />
