A vacancy existed from the second ward because of <br /> the recent resignation of Councilman Cox. The Chamber of Commerce was represented <br /> by Fred Stickels, President, Mahlon Sweet, Chairman of the Aviation Committee and <br /> Fred Brenne, Secretary. The Eugene Realty Board was represented by E. H. Peterson, <br /> Robert Prescott, Charles Paine and R. A. McCully. Others present were Matt <br /> Wilhelm and Dr. George Simon. <br /> The Mayor opened the meeting with a brief statement as to the needs for <br /> a modenn airport for the City of Eugene and the necessity for taking immediate <br /> action and called upon Mr. Stickels to present the recommendation of the Chamber <br /> I of Commerce in this matter. Mr. Stickels addressed the council stating that the <br /> Aviation Committee of the Chamber of Commerce had been working on the proposed <br /> new airport for a number of years and that the Committee had finally recommended <br /> to its Board of Directors that a recommendation be made to the Common Council to <br /> call a special election to purchase the proposed airport site. After careful <br /> consideration, the Board of Directors adopted the recommendation of the Committee <br /> and hereby recommended that the Common Council call a special election without <br /> further delay. Matt Wilhelm stated that he was a member of the Board of Directors <br /> and he wanted it made clear that he did not approve of this action. Members <br /> of the council and members of the Realty Board questioned the matter at great length <br /> and it was the recorrrmendation of the Realty Board Committee as well as Dr. Simon <br /> that the council should not call a special election. In order to get the question <br /> detennined, Councilman Reid made a motion setting August 27, 1940 as the date for <br /> the special election with the provision that in the event the Federal Government <br /> does not enter into contract for construction of an airport, the Common Council <br /> would not make the levy. The motion was seconded by Councilman Carlson and placed <br /> upon roll call. Councilmen voting aye: Reid, Bond, and Carlson; Councilmen voting <br /> nay: Farrington, Hanns, Koppe and Barette. The motion was declared lost and this <br /> being the purpose of the special meet~ng the Mayor adjourned the meeting. <br /> . C. M.
