Kaufholz fo~ the construction of a <br /> four-apartment house on lOth Street between Jefferson and Madison Street. <br /> Eugene, Oregon September 16, 1940 , <br /> /s/ Elisha Large, Mayor <br /> * * * * * * * * * * * * <br /> Council Chambers Eugene, Oregon <br /> September 16, 1940 <br /> The council met in special meeting pursuant to the call of Mayor Large. <br /> 1""- pouncilmen present were: A. A. Reid, Sam C. Bond, Fred C. Carlson, A. C. Farring- <br /> ton, P. J. Hanns, Louis Koppe, E. A. Barette and I. O. Stewart; absent: none. <br />I It was explained to the council that the Goodrich Tire and Rubber Company <br /> fesired a curb cut permit to provide another entrance to the Quackenbush building <br /> ~t lOth and Olive Streets; the cut to be immediately adjacent to and an extension <br /> bf the cut now provided for the building on Olive Street. Motion was made and <br /> ~econded instructing the City Engineer to issue a curb-cut permit. Upon placing <br /> ~he question all councilmen voted aye with the exception of Councilman Reid who <br /> 2... ~oted no. The motion was declared carried. <br /> I The Mayor requested permission to instruct the City Engineer to prepare <br /> a master plan on another optioned site for the city's.proposed airport; it being <br /> ~ointed out that the plan would cost in the neighborhood of $250. It was explained <br /> ~hat the need for another master plan was due to the difference of contours and <br /> ~levation in the land and in order to secure a true picture of cost for the proposed <br /> '~ield a plan is needed for each optioned site. Motion was made and seconded to allow <br /> ~his expenditure and as the voice vote was undecided, the question was placed upon <br /> ~oll call. Councilmen voting aye: Hanns and Carlson; nay: Reid, Bond, Farrington, <br /> 3..- Koppe, Barette and Stewart. The motion was declared lost. <br /> Councilman Farrington, Chairman of the Finance Conwittee, brought up the <br /> matter of a recent petition protesting the construction of an apartment house on <br /> 10th Street between Jefferson and Madison Streets. Councilman Farrington stated he <br /> believed the council had acted a little hastily in the matter of denying the property <br /> bwner in that location the right to build a four-apartment house because before the <br /> aand was purchased Mr. E. Kaufholz called at the City Engineer's office and was <br />f ~ssured that the apartment house could be built providing the zoning was changed <br />I ~o include that part of the lot. Then at a council meeting the zoning was changed <br /> ~nd Mr. Kaufholz secured permission to proceed with the building. He then completed <br /> Fhe land purChase, prepared the plans, and let his contracts. At a later meeting, <br /> ~he council, upon being presented with the petition, reversed its opinion and denied <br /> Mr. Kaufholz a permit for such a construction on this lot. Mr. Clubb explained <br /> ~hat the understanding of the Board of Appeals when the request was made for Changing <br /> the zoning, was that ~uplex houses would be built there. After a brief discussion <br /> ~otion was made, seconded and approved by the council, instructing ~he Ci~y.Engineer <br />I ~o issue a building permit for a four-apartment house at that locat~on and ~t was <br /> 4t. so ordered. <br /> The meeting was herewith adjourned. <br /> C.
