He would recommend that the bi~l be J <br />approved and placed in the January bills as the standards of the company were to <br />be used for the Dual Parking Meters. The recommendation was unanimously <br />1 T approved. <br /> <br />~ <br />f\:l <br /> <br />q~h' <br />......... <br />~".: v. <br /> <br />>~t..... . <br />...",,'~ <br /> <br />CouncilmanFarrin~ton, Chairman Of the Finance Committee, reported there <br />was an excess balance of $148.45 on hand in the Main Trunk Sewer account and <br />would recommend that this account be closed and the amount transferred to the <br />General Bond Sinking Fund account. He also reported that there was on hand <br />an amount of $39.42 in the District Improvement Interest account and recommended <br />that the account be closed and the amount transferred to the Improvement Bond <br />Interest Account. The recommendations were unanimously approved. <br /> <br />Councilman Farrington recommended that the salary of J. M. Scroggie, <br />City Painter, be increased from $106.25 to $125.00 per month effective January 1, <br />1941. Motion was made and seconded unanimously~pproving the recommendation, and <br />\ the Recorder instructed to include Mr. Scroggie's warrant in the monthly payroll <br />19 out of the Parking Meter Fund. <br /> <br />'- <br />18 <br /> <br />,Referring to the request of Jo-seph Harrell, Mgr. of the Airport, Council- <br />man Farrington reported that the Finance Committee had two tentative reports to make <br />as follows: <br /> <br />1st: That the construction of a repair shop cost in the neighborhood of <br />$1000 and constructed at the expense of Mr. Harrell but the City <br />Engineer to supervise the location and construction. Also, the <br />monthly rental fee be continued at $25.00 per month and the contract <br />to terminate as it now reads, April 1, 1942. <br /> <br />2nd: That Mr. Harrell construct a repair shop in the neighborhood of <br />$1000 at his own expense and the expiration date of the contract <br />be extended for a period of one year; the rental be increased <br />for the extended year to $50 per mqnth, plus five per cent of the <br />gross revenue during the extended year. <br /> <br />, <br />20 <br /> <br />Mayor Large then stated that no considerations should be made at this <br />time because the vocational school was contemplating the erection of a training <br />shop at the airport. The matter was then held for future consideration. Council- <br />man Brownson stated that in conjunction with the repor.t the Finance Committee was <br />fairly well agreed that provisions should be ma~e permitting local plane owners <br />to construct their own hangars at the airport, the location and details of construc- <br />tion to be under the supervision of the City Engineer. <br /> <br />Councilman Farrington reported that another complaint had been 'received <br />about the street condition at the Walters Bushong Lumber Company. Councilman Bond <br />reported receiving. a complaint about a wood yard across the street from the Eugene <br />Vocational School School. The Chief of Police was instructed to check into both <br />cases, and report back to the Council. <br /> <br />"- <br />21 <br /> <br />Councilman Brownson, Chairman of the Health Committee, reported it was his <br />opinion that progress was being made between the City and Lane County Court con- <br />cerning the possibility of the county taking over and completely operating the <br />Comfort Station. He hoped to be able to have a final report on this matter at the <br />22' next council meeting. <br /> <br />Councilman Brownson reporting on the trailer-house situation, stated it <br />was the opinion of himself and the Chief Of Police that some amendments were <br />necessary to the present ordinance and they would take this up with the City <br />Attorney. <br /> <br />Chairman Brownson Ieporting on the temporary appointment of the Milk and <br />Meat Inspector, Dr. L. G. Helterline, asked that the matter be continued until the <br />next council meeting at which time he hoped to have a complete report. This would <br />also give him an opportunity to meet and get a report from the Board of Health. <br />The request was granted. <br /> <br />Chairman Brownson reporting on the recent complaint of the John Hawkinson <br />property on Harris between 26th and 27th stated that it certainly was a fire trap, <br />eye sore, and every~hing you could say about it and it certainly needed cleaning <br />up. At the same time, -as nearly as they could make out, sanitarynfacilities <br />" were being complied with. The matter was then to be turned over to the City- <br />25 County sanitarian, Dr. W. C. Cloyes. <br /> <br />23' <br /> <br />"- <br />24 <br /> <br />Councilman Barette, Chairman of the Printing and Parks Committee, reporting <br />on the construction of pens to house the pheasants offered to the" city stated <br />that material could be obtained to construct eight pens for $36.00. The matter <br />I concerning the pens was left to the next council meeting but the offer to place <br />26 certain types of pheasants in Hendrick's Park was approved. <br /> <br />90uncilman Barette, Chairman of the Parks Committee stated that C.
