<br />~34 <br /> <br />Council Chambers Eugene, Oregon <br />February 10, 1941 <br /> <br />I <br /> <br /><:~";", <br /> <br />~,.~ ~kl!:::m:x The minutes of the regular meeting of the Common Council held on Monday <br />~ evening, February 10, 1941 at 7:30 otclock p.m. Mayor Elisha Large presided over <br />...'__ the meeting. Councilmen present were: Sam C. Bond, A. C. Farrington, Louis Koppe, <br />~ E. A. Barette, and A. L. Hawn; absent: Ira O. Stewart and Orren Brownson. A <br />vacancy existed in the second ward because of the recent death of Councilman A. Ai <br />Reid. <br /> <br />2lYfile. <br /> <br />The minutes of the previous meeting were presented and ordered placed on <br />The meeting was herewith called to order. <br /> <br />I <br /> <br />Mayor Large requested a special order of business and asked for the communic - <br />tion from Ralph Hope of the Hope Electric Shop in which Mr. Hope made a special <br />request to repair and improve the property at 1367 Olive Street. The shop to be <br />used as a refrigeration sales and show room in front with a repair shop in the rear. <br />After a brief discussion was had and inasmuchas the Board of Appeals had informally <br />approved the request, motion was made by Councilman Bond seconded by Councilman <br />Farrington to grant the request and it was unanimously approved. The City Engineer <br />~was herewith authorized to issue a permit to Mr. Hope for the construction. <br /> <br />Mr. Lee Moore addressed the council in behalf of the Disabled World War <br />Veterans stating he had hopes of securing the 1942 National Convention for the <br />City of Eugene and requested communication from the city inviting the association <br />\ to hold itsf.convention here at that time. The request was unanimously approved <br />4 and the City Recorder instructed to prepare the communication. <br /> <br />The Mayor requested the City Recorder to present the communication from <br />the Board of Appeals and the same was presented. The communication stated that a <br />letter had been received from Harold Lyons stating h~as ,planning the erection of <br />a store building on the lot immediately -south of the Methodist Church and made <br />i four requests: <br /> <br />1st That he be permitted to install a plage glass window in the north <br />wall of the building at the front corner. The Board recommends <br />that this request be granted on condition that it meets with the <br />approval of the Church authorities. <br /> <br />2nd, That he be permitted to install four small wire glass steel sash <br />windows at balcony level in the north wall. This request needs no <br />recommendation as the Building Code covers this question. <br /> <br />I <br /> <br />3rd That he be permitted to construct the rear end of the building <br />out of eight inch concrete blocks--to allow for future extension of <br />the building. The plans will make this construction amply safe, so <br />the Board recommends that this request ,be granted. <br /> <br />4th He intends to observe the seven foot "set-back" and asks that a <br />precedent be established requiring all future buildings between there and <br />Thirteenth Avenue to observe the "set-back~ The Board feels that this <br />request is out of its jurisdiction and therefor makes no recommendation. <br /> <br />~Arter a short discussion, motion was made and seconded unanimously approving <br />5 the recommendations of the Board of. Appeals. <br /> <br />A letter was received by the Board of Appeals from Chet Ingram stating he <br />had been making tamales-commercially in a building at 1757 Seventeenth Avenue East <br />and had learned recently that this occupancy violated the Zoning Ordinance. He <br />is asking that he be permitted to continue his bus iness till the' close of the season' <br />which would be April 1st. The Board recommend~hat the request be granted on <br />condition that he remove the chimney and the sink which do not comply with the <br />~Codes, at the close his season. Motion was made and seconded approving the ' <br />6 recommendation of the Board. <br /> <br />I <br /> <br />Request was received from W. J. Burns asking to be allowed to erectr.a <br />duplex residence on Lot 11, Block 2, College Hill Park Addition. This is the <br />second lot north of Twentieth Avenue on the east side of Lincoln Street. The <br />, Board recommends that the request be denied and upon motion made and seconded <br />7 the recommendation was unanimously approved. <br /> <br />-I <br /> <br />Request was received from Mrs. O. C. Bean asking to be permitted to erect <br />a new duplex on a City lot on the South side of Sixteenth,Avenue between High and <br />, Mill Streets. The Board recow~ends that this request be denied and upon motion <br />8 made and seconded the recommendation was unanimously approved. <br /> <br />Mayor Large opened the meeting for discussion on the proposed re-routing <br />of the Pacific Highway through the City of Eugene. A resolution was presented <br />whereby the council by this resolution adopted, confirmed, and acquiesced in the <br />establishment o~ said highways as set out in such order so promulgated. Council- <br /> <br />man Bond made a motion, seconded by Councilman Farrington to adopt the resolution.. <br />'\-. <br /> <br />.... <br />
