However, he wished to inform the members of the Council now that they ~ <br />should anticipate for the 1942 levy, the inclusion of funds for the purchase of' <br />new street equipment. <br /> <br />13. <br /> <br />I <br /> <br />Councilman Stewart, Chairman of the Fire and Water Committee addressed the <br />council commenting on the League of Oregon Cities Conference held on the University <br />of Oregon Campus the past week and stated that the whole meeting was devoted to the <br />theme, "How can the City Government best aid in the preparedness programme." <br />Various duties which may rest largely on local governments, in cases of emergency, <br />were brought up and Mr. Stewart felt that among those spoken of, the two most im- <br />portant to us would be the training of additional Firemen and Policemen. In <br />case of an emergency, such as an attack, black out, or other disaster, the Firemen <br />and Policemen would be the first ones to be called upon and one speaker at the <br />conference had said, "It is already much later than we suspect.~ With these things <br />in mind, and in light of fire equipment needs recently discussed, the Fire and Water <br />Committee had held several meetings with the Chief of the Fire Department and Mayor <br />Large to consider the various bids recently submitted for the purchase of a fire <br />truck. It was therefore the Committee's recommendation that the City of Eugene <br />~urchase a ?50-gallon pumper American, LaFrance fire truck; the total cost to be <br />~9506. Tkerms as follows: $6000 on delivery or as taxes are turned over as of this <br />year; the balance to be paid in 1942 by April 1st, with no interest or carrying <br />charge; delivery of equipment is to be made approxi~ately ninety days from the date <br />of receipt of the order. Councilman Bond made a motion to accept the committee's <br />recommendation and authorize the Mayor and City Recorder to execute the contract <br />with the company. The motion was seconded by Councilman Farrington and unanimously <br />approved by the Council. <br /> <br />14r <br /> <br />Councilman Barette, Chairman of the Street Committee recommended the install _ <br />tion of a street lighiat what would be the intersection of 3rd and Polk Streets <br />and the reconwendation was unanimously approved. The City ~ecorder was instructed <br />to notify the Eugene Water Board to install th~ light. .- <br /> <br />Iff <br /> <br />I <br /> <br />Councilman Brownson reported he had redeived a complaint regarding the <br />situation on the northwest corner of 1st and Washington Streets and upon investigat- <br />ing the corner was unable to locate the cause of the complaint. He therefore asked <br />that whomever had been complaining, to make a further detailed statement so the <br />investigation could be continued. <br /> <br />16( <br /> <br />Councilman Hawn, Chairman of the Printing and Parks Committee, recownended <br />the purchase of a power lawn mower and the purchase of a hand mower, for the Park <br />1 ~ Department. Motion was made and seconded unanimously approving the recommendation. <br /> <br />Councilman Barette stated that the City parks had been looking better than <br />l~ they ever had in the past. <br /> <br />Councilman Pennington, Chairman of the Sewer Committee, recommended that the <br />City Recorder be instructed to notify by registere~ail all users of the city sewer <br />living beyond the city limits, that unless, all those who are connected with the <br />city sewer service and haven't paid their annual $5.00 service fee for 1941 do so <br />Iw ithin thirty days from the date of notice, the service fee will be refunded to <br />those who have paid, and the sewer service disconnected at .the trunk line junction <br />WI ith the main city sewer located inside the city limits. Also, an additional <br />charge will be made for disconnecting and connecting such service. Upon motion made <br />and seconded the recommendation was unanimously approved. (Note: The City Engineer <br />19" Ito furnish the mailing list) <br /> <br />I <br /> <br />Councilman Bond, Chairman of the Police Committee, recommended the acceptance <br />pf the C & S Electric Company bid, $1073.00, for the installation of traffic signals <br />at the intersection of 13th and Willamette Streets. Motion was made and seconded <br />20 ,. ~I nanimously approving the recommendation. <br /> <br />Councilman Bond further recommended the purchasing of the necessary equipment <br />for straightening meter posts at a price of $39.50. Motion was made and seconded <br />21r UI nanimously approving the recommendation. <br /> <br />Mayor Large at this time recomnended the appointment of Dr. L. G. Helterline <br />~s the Milk and Meat Inspector for the year 1941; his salary to be the amount provide <br />['or in the budget, or $219.44 per month with an allowance for car expense of $30.00 <br />2Z- per month. Motion was made and seconded unanimously approving the recommendation. <br /> <br />I Councilman Barette, Chairman of the Street Committee, reported that the City <br />pf Eugene needed 100 new sign posts. The City Engineer had investigated various <br />~ypes of posts and recommended that the city purchase the same type we now have with <br />I~he exception that the posts be of a heavier weight. It was pointed ou.t the city <br />could purchase eit~er galvanized or painted posts; the painted ones in a heavy <br />reight would cost ~1.52 each plus freight from Portland to Eugene (or $1.66 f.o.b. <br /> <br />Eugene).
