Duvall to redeem Lot 10, Block 8, College Hill <br />Park Addition (120 feet North of the Northeast corner of 21st Avenue and Lincoln <br />Street) was recommended at $196.27; i down and the balance at.$lO per month plus <br />13 6% interest. Upon motion made and s,econded the motion was unanimously approved. <br /> <br />. The Finance Committee recolMlended a counter offer'of $675 cash on the off r <br />of James C. Peebles, of $500 cash for Lot 15, Block 4, Fairmount Addition (200.1 <br />feet North of the Northeast corner of 15th Avenue and Agate Street), with $75 re- <br />turnable if construction started within 90 days. Upon motion made and seconded the <br />14 motion was unanimously approved. <br /> <br />I <br /> <br />At this time Mayor Large asked that a communication from Dr. H. H. Norton <br />regarding conditions at the old airport be read. This letter referred to a recent <br />accident.at the airport in whi.ch damage to two or three planes amounting to several <br />thousand dollars was rl~ne and it was recommended that something be done to enforce <br />regulations to keep 1rresponsible perso'ns from tampering wi,th the planes. The <br />letter also pointed out that there was insufficient hanger space at the present time <br />and asked that private flyers be permitted to erect their own hangers. Councilman <br />Brownson and Farrington explained tha t earlier in the year the matter of pri vete _' <br />flyers erecting their 'own hangers had been taken up b~t no definite agreement had <br />been reached. It was pointed out that Mr~ Harrell has a lease on the field and that <br />any arraggements about hangers for private flyers would -have to be taken up with <br />him. The question arose as to whether hangers constructed by the private flyers " <br />should be the property of the city or if they should be allowed to remove the hanger <br />when notified by the city .to vacate.- Dr. Norton suggested that he did not think <br />it would be fair for individuals to pay for construction of the hangers and then <br />not be allowed to dispose of them to someone else or remove them from the grounds <br />if they so desired. He added that the private flyers might be willing to pay a <br />nominal rental for the ground, say $1.00 a month, and that the hangers belong' to <br />whomever constructed them and not the city. It was suggested that this rental of <br />$1.00 a month might go to Joe Harrell because of his contract with the city, but <br />Dr. Norton said that there was lots of room on the North end of the airport and <br />that he was sure Mr. Harrell would be willing to cooperate with the city if the <br />private flyers were allowed to erect their own hangers. A motion by Councilman <br />Brownson seconded by Councilman Stewart that the private 'flyers be allowed to erect <br />the hangers under the supervision of the city engineer and that they be permitted <br />to remove the hangers on 90 days notice from the city. Councilman Farrington said <br />that he would be glad to cooperate wit~ the private Clyers but he felt that this <br />matter should have further_ consideration. A motion by Councilman Hawn, seconded <br />by Bond was made that the Brownson motion be lai'd on ,the 'table, Was carried. <br />The Mayor then referred this matter to the Judiciary Committee and the City Attorney <br />15 to report back. <br /> <br />Councilman Barette re ported that he 'and the Ci ty Engineer investigated <br />the complaint at 3rd and Monroe about the sidewalk and they found that this was on <br />Southern Pacific property and that it would probably be taken care of by the <br />16 Southern Pacific Co. <br /> <br />I <br /> <br />Councilman Barette and the City Engineer reported regarding the light <br />asked for at the intersection of the S. P. railroad at Monroe Street. Barette <br />said that they investigated this at the same time and found that there were several <br />trees that needed trimming and the light already in would be moved to the East <br />side of the street. This would be all the light necessary. Mr. Clubb, City Enginee <br />stated that he thought that the Water Board would be agreeable about moving the <br />17~light and that would solve the situation there. <br /> <br />I <br /> <br />Councilman Barette said that he had talked with Mr. Parker regarding the <br />painting of the street sweeper and had made arrangements with the Department to <br />deliver the sweeper to Mr. Parker on Wednesday and it would be re-painted over the <br />18 meekend. <br /> <br />I <br /> <br />Councilman Barette also reported that he and Mr. Clubb had looked at the <br />trees on lOth and WaShington and they were old trees and in bad shape, but he had <br />19 done nothing about them as yet. <br /> <br />For the Fire and Water Committee, Councilman Stewart said that the matter <br />~Of the light at 3rd and Monroe had been referred to his committee, but since Mr. <br />20 Barette had made the report he had nothing further to offer. <br /> <br />Councilman Brownson referred to the letter from the Eugene Fruit Growers <br />and stated that Mr. McCornack was out of town but:that he had discussed the matter <br /> <br />. <br /> <br />~ <br />
