M. Swanson to construct and maintain a sewer across <br /> the East 3 feet of the South 58 feet of the following described property, to-wit: <br /> Commence at the Southwest corner of Lot 3, Block 1, Chambers Addition <br /> to Eugene, run thence North 160 feet to the South line of 10th Street <br /> if extended thence West 79 feet, thence South 160 feet to the South- <br /> east corner of Lot 11, Block 1, in said addition, and thence East <br /> 79 feet to beginning: <br /> was read. It was explained that this lot lay in such a position that there was <br /> no other way for a sewer to be laid and the property they would have to move <br /> across was owned by the City. The three feet where the sewer would be constructe <br /> was next to a property line where no building could ever be placed. A resolution <br /> authorizing the Mayor and Recorder to enter into a contract with W. M. Swanson <br /> 16 was read and carried. <br /> RES 0 L UTI 0 N <br /> BE IT RESOLVED, by the Common Council of the City <br /> of Eugene that the mayor and Recorder be and they <br /> are hereby authorized and directed to execute that <br /> certain bargain and Sale Deed for a sewer easement, 1 <br /> a copy of which deed is hereto attached. <br /> Councilman Barette reporting for the Street Committee regarding the com- <br /> plaint of Maggie Burbach that the Amazon was undermining her property, sta ted <br /> 17 this was nothing for which the City was: liable. <br /> In the absence of Mr. Stewart, Councilman Pennington reported regarding <br /> the situation at the old airport for lights and water to be used by the Army~ <br /> He stated the Water Board would supply the water line and light wires on Chamber' <br /> Street but that the City would have to make provision for going ,any further. It <br /> had been the original intention when, the showers we Be proposed that the water lin <br /> would extend to the middle of the tract, but Mr. Clubb stated that he had talked <br /> to Colonel Waller who Ilad agreed that a hydrant just inside the airport property <br /> would be satisfactory. After some discussion a motion was made by Farr'ington <br /> and seconded by Brownson that Engineer Clubb be authorized to complete the <br /> project from where the Water Board stops in a way satisfactory to the Army. <br /> However, the expenditures should not exceed $200.00 to be taken out of the Emer- <br /> 18 gency Fund. The motion was carried. <br /> Councilman Pennington alEO reported that the matt~r of the smoke nuisance <br /> 19 was still being considered by the Committee and that a report woudl be made later <br /> Councilman Hawn reporting for the Parks said the Recreation Committee and <br /> the Park Corunittee were still considering the swimming pool. He had gathered 1 <br /> some information from other cities and during the last week had the opportunity <br /> to inspect the swiwning pool at the Dalles. Their pool is 50 x 164 feet and <br /> cost $52,000.00 to construct.. It has a bath house a very complete and neat job. <br /> They employ 8 attendants besides the manager and in the year of 1940 they lost <br /> $1400.00. The work had been done by the W. P. A. and the City had put up <br /> $25,000.00. Councilman Hawn did not believe this size plant would be large enoug <br /> 20 for Eugene. <br /> A letter was read from the Planning Commission in regard to the change of 1 <br /> classification of the property at 19th and Hilyard Streets. The Commission state <br /> that originally a suggestion was made that three of the corners at 19th and <br /> Hilyard be changed to a residence district excepting the Northwest corner and <br /> later a request had been made that all four corners be changed. to a residential <br /> district. The Planning Commission had inspected the area and laid the proposal <br /> to Dlake any change on the table and was referring the matter back to the council. <br /> It was pointed out that Dennie J. Koupal owner of the Northwest corner of the in- <br /> tersection had sold a part of his holdings for a service station. It seemed to b <br /> the policy of the council thbt Mr. Koupal had some rights and they should be re- <br /> spected, in that this had been m'ade a business district by the Planning Commissio <br /> some time ago. Attorney Calkins explained to the council that if they desired to <br /> take any further action they would have to refer it back to the Planning Commissi n <br /> ~ <br />
