He said the Farmer's Creamery Company was causing a great deal <br /> of trouble in this matter and that something should be done to restrict this kind <br /> of nuisance. Attorney Calkins was instructed to bring in an ordinance to the effec~ <br /> 15 that it would be unlawful for these plants to discharge cinders and black smoke. <br />I Councilman Brownson reporting for the Health Department read a letter fro <br /> Dr. Anderson's office signed by H. J. Cloyes in regard to the unsanitary heads on <br /> drinking fountains. The letter stated that an investigation had been made by Dr. <br /> AIlderson's office and it was an established fact that dysentery could be contacted <br /> by the use of the common type of head. Also, that the change over to the angle jets <br /> was not excessive in cost and that the court house had made arrangementsfor install~ ~ ~)~ <br /> ation of drinking fountains with angle jets and that it would be made at once. A <br /> motion was made by Brownson, seconded by Hawn that City Attorney Calkins be instruc- <br /> ted to draw an ordinance that would confirm to the recommendation of the Health <br /> Office in regard to all drinking fountains in the City. Motion was carried and it' ,_ <br /> was agreed the City should replace the heads on the drinking fountains on Broadwa~ <br /> 16 and Willarnette and 7th and Willamette. , ' <br /> Councilman Hawn reporting for the parks, said that a small deer had been <br /> 'I' donated to the G-ity and that proper arrangments had been made with the State Game <br /> d. 17 Commission allowing the City to accept the deer. <br /> Councilman _Bond stated that this was not a police matter, but he wished <br /> to report that he had a complaint regarding an old barn full of straw and about to <br /> 18 ~fall down at 1052 West 4th. The matter was referred to the Health Committee. <br /> An Ordinance providing for the safe guarding of the use of gasoline and <br /> fuel oil together with the installation there of was read for the first time. <br /> Representatives of the dealers handling fuel oil were present and their main objec- <br /> tion to the ordinance was what they termed being policemen for the City in that they <br />I would not be able to deliver oil in the tanks until theyl~ad been tagged by the <br /> building inspector and that the different oil companies would have to furnish a mon- <br /> thly list to the building inspector of their customers to whom they were delivering <br /> oil. It was pointed out that there were a great number of oil installations that be <br /> had been made that the City had no record of and it was the purpose of this ordinanc <br /> to find out where these installations were in order that a check may be made on them. <br /> Mr. Dickson was present and suggested there were about eleven oil dealers in theCit <br /> and that if the City would request these eleven dealers to furnish a list of the <br /> different people they knew were using oil that in this way the Citv would get an <br /> entire list of all the users. Councilman Stewart said it was through him, that this <br /> ordinance was brought in and that while it might work a hardShip on the dealers, he <br /> believed that the ordinance as drawn would produce the desired result for the City. <br /> After considerable discussion by the Council, the ordinance was laid over for furthe <br /> consideration and Mr. StBwart said the committee would meet the different oil <br /> dealers and try to work out something that would be satisfactory to both dealers <br /> 19 and the City. <br /> A letter from the Sam Rugh Realty Company and L. D. Erickson with a reque t <br /> for'reclassification of a house at 1411 Agate Street to permit this to be used as a <br /> multiple family residence was read. Attorney Calkins reported this matter had come <br /> before the Planning Commission but if it wa2 handled in the regular way, it would <br /> take a month or more to get any action and that the Planning Commission had referred <br /> the matter to the Board of Appeals. The Board of Appeals had decided they had no <br /> authority in the matter as the 40use was in a single family residence district and <br /> they referred the matter to the Council without any recommendation. The letter <br />I stated the "This house for which we make request for reclassification is a good <br /> substantial large eight room plastered double constructed house, and is very well <br /> arranged for dividing into a good larg~, light and airy four room apartment down- <br /> stairs and a nice three room and a two room apartment upstairs, each with modern <br /> plumbing, private bath, built-in kitchen, etc. The lot is 66.7 by 171 which provides <br /> ~ luore than ample room for this development. This remodeling job cann all be accom- <br /> ~lished with a few small changes in the enteriorarrangement, and with no alterations <br /> Ito the outside." It was pointed out that there was a shortage of houses to rent in <br /> ~ugene and that by allowing these changes to be made this would increase the housing <br />I' facilities. A motion was made by Stewart that Mr. Erickson be allowed to make this <br /> 20 'change as outlined in the letter. Motalon was seconded by Farrington and carried. <br /> A ordinance amending section 13 of Ordinance 8413 providing for a sixteen" <br /> foot set-back on both sides of 7th Avenue from Pearl Street west to the West City \ <br /> ~imits, also for a sixteen foot~set-back on 6th Avenue west from High Street to the <br /> I <br /> i <br /> ~est Citt limits, having had its first and second readings July 28th was read the I <br /> Ithirq. time. Mr. R. E. Harrell asked if it was necessary that the set-back lines ) <br /> should be sixteen feet and explained it would not leave much room on the lot he owned <br /> ~s the lot wes only 57! feet- deep. Mayor Large explaiped it was the State Highway <br /> Corr~ission's request that these set-bac~s be made at sixteen feet and that the City <br /> bhought it was wise to comply with the State Highway's request.
