Library 977.00 <br /> Library Levy ( Sidewalk Revolving .23.00 <br /> Mr. Stewart was asked about the new fire truck and the.Recorder explained <br /> that the American La France people in Portland had called the office during the <br /> day and that the fire truck was to be shipped on.the 5th or~not later than the 8th <br /> 18 of the month. <br /> Councilman Brownson reporting for the Health Committee, brought ~p th~ <br /> question of the Ordinance governing auto trailors which had been passed early <br /> in the spring. He stated that this was.a question of sanitary and fire measure <br /> and that the' trailors had become much more numerous than was anticipated. He said <br /> there had been sixty-eight licenses' is'sued and seventeen turned down and that while <br /> they were allowed addmittance to sanitary facilities, this did not take care of the <br /> question of dish:water and garbage. It was pointed out that some of these trailors I <br /> had.even been ,occupying the streets, but Mr. .Clubb stat~d he did not know of any <br /> trailors in the streets that were being used. Councilman Farrington said he saw <br /> one.on the West side of town and had contacted the police and that after the third <br /> night this trailor had been removed, but it had been there and occupied for three <br /> weeks. Mr. Clubb explained that before a permit was granted, they had to show they <br /> had.access to toilets, city lights and a way-of disposing of their garbage. <br /> Councilman Brownson stated it was his understanding at the time of the ordinance <br /> was.drawn that no permits should be issued unless the trailor was connected with <br /> a sewer. After some discussion a motion was-made by Hawn and seconded by Brownson <br /> that a resolution be drawn up.to the effect that all trailors must be connected to <br /> the sewer and only a time limit of forty-eight hours would be granted those not <br /> 19 connected to the sewer. This resolution was~adopted by the council. <br /> RE.S 0 L UTI 0 N <br /> BE IT RESOLVED by the Common Council of the City <br /> of Eugene that in enforcing the previsions of Ordinance <br /> No. 8672 with respect to trailors and trailor houses, <br /> that all trailors remaining on property longer than ~ . <br /> fort)-eight hours must-be connected with a city sewer <br /> and comply with all zoning, building, fire and other <br /> regulations of the City of Eugene. <br /> Mr. Brownson stated that this was the start of the ,time of year for the' <br /> turkey feather nuisance. He said he wished to draw the councilts att~ntion .to the I <br /> trouble last year at the time the turkey feathers were burned and said something <br /> should be done to stop this trouble. Y.iI'. Brownson stated that Mr. Hughes, care- <br /> taker of the City dump, said they were just starting to haul feathers out there. <br /> He said that Swift and Company, Meadowland, and four or five other concerns were. <br /> killing and there would be tons and.tons of feathers to. take care of. Mr. Hughes <br /> said-the city should cover up the feathers, sut he had not facilities for this. <br /> Councilman Bond said since the city did not allow anyone but the garbage haulers <br /> to haul garbage and forced them to take the feathers to. the city dump, it looked <br /> like.the city would have to provide someway of handling this situation. Engineer I <br /> Clubb said if the city would build an extra road, that these feathers might be <br /> dumped into a canyon there and after they were all hauled, the bulldozer could <br /> cover them up. Attorney Calkins said he did.not think the matter of these. turkey <br /> feathers was covered in the garbage ordinance and he did not believe the city had <br /> to dispose of them. It would be up to the concerns producing the feathers to take <br /> care of them. After considerabilie diseussion the matter was put over for two weeks <br /> with the suggestion that the Health Committee contact the different concerns who <br /> would have these feathers, with a view of making an extra charge of this work. <br /> Councilman Brownson stated. that Mr. Hughes, the caretaker at the dump, had said <br /> he could not renew his contract at $30.00 per month. He states there are no steel <br /> rags or aluminum coming out now and he requested his contract be renewed for $75.QO <br /> 20 per month. <br /> ~ <br />
