Mr. Stewart said there was more <br /> important work to be done then putting t~ the hydrant but just as soon as the <br />9 Street Department could get caught up the hydrant would be placed. <br /> I <br /> Councilman Stewart said the, Fire Department were studying damages in <br /> case an incendiary bomb might be dropped. He said they had a pamphlet from 1 <br /> British Columbia which gave considerable instruction and they were studying this <br /> well. He said there was a Stirrup Pump that was recommended for house holders to <br /> have. He said in case of incendiary bombs the fire department might not be <br /> able to get to all of these places an'd that a stirrup pump had thirty feet of <br />10 IV hose and that bucket brigades could be formed by the residents. <br /> Health Committee, Parks and Sewer Committee had no reports. ' <br /> Councilman Bond stated there was a request for a transfer fora Class <br /> "B" beer license now in the name of C. A. Mackey known as Frank's Place at 47, <br /> West 8th to be tran~ferred to Everett Madison Hinshaw at the same location. Also, , <br /> a request that Mr. Hinshaw be granted a license for 1942 at this location. It <br /> was recommended that this transfer be allowed and the license for 1942 be granted. <br />11 Motion was made and seconded and carried that this transfer be granted. <br /> C~ptain Geiger was present and stated the Police Department had between <br />12 250 and 300 reserve pOlicemen who had signed applicatiops. <br /> A letter from the American Legion Post, #3 complimenting the,Police on <br /> their good work they had been doing- in' regard ,to the traffic situa tion and <br />13 expressed hope that this would be carried out during ehe year of 1942, was read. <br /> ,~ letter from W. E. Crum stating that he had a prospective tenant for the <br /> property just South of the Library Building. He said if he made a deal with these <br /> people, the present building would be torn down and a new building erected, but I <br /> that the tenants objected to the four trees in the parkigg at the West side of <br /> the Library. He said the tenants felt the trees shut off the view down the <br /> street and obstructed any signs that might want to be put up. This matter was <br />14 referred to the Park Committee to report back at the next meeting. <br /> A letter from the Pacific Coast Builders Conference was read. The letter <br /> mentioned the fact the City of Eugene had not officially adopted the 1940 edition <br /> of the uniform building code and recolmnended that this should be done. ,Mayor <br /> Large asked Engineer Clubb regarding this and Mr. Clubb ,said the building departme t <br /> had familiarized themselves with the new code and were folliwng it in a good many <br /> instances, but that they had not been able to get the Board of Appeals to go over <br /> this 1940 code. He said they were endeavoring to have the meeting necessary to <br /> investigate this and as soon as they could get a report from the Board of Appeailis <br />15 it would be ready to be adopted. <br /> The Board of Appeals received a reques,t from Architect Eyler Brown asking <br /> for a waiver of set-badk ~or a house and garaae to be built on part of Lot 3, <br /> Block 20, Fairmount Additioh, and recommended ,that it be granted. On motion made <br />16 and seconded this recommendation was adopted by the Council and the request grante . <br /> An ordinance Changing the classification of Lot 9 and 10, Block 4, Packard s <br /> Addi.tion from a residence district to a busine'ss district had its first reading <br /> November 24th. Objections to the change of this district to a business district <br /> were. calilied for and there being none, ,the ordinance had its second reading at this <br /> time. Under suspension of the rules it was read for the third time and the roll I <br /> was called with all councilmen present voting aye., Pennington and Farrington <br />17 __ absent. Ordinance 8703 was declared passed. <br /> A permanent report of the Planning CommiSSion regarding a proposal to <br /> change Lot 2, Block 15, College Hill Park Addition was read. Also the resolution <br /> from the Planning Commission directing the Secretary to transmit this report <br /> to the Council was read. An Ordinance iniating this proposed change had its <br /> first reading at this time and was ,!aid over until December 22nd, 1941. A reso- <br /> lution authorizing the Recorder to prepare, and publish notice of this change was I <br /> adopted by the council. <br /> RES 0 L UTI 0 N <br /> WHEREAS, heretofore the Common Council has submitted to the Planning <br /> Commission certain changes in the classification of Lot 2, Block 15, College <br /> Hill Park Addition to Eugene, Lane County, Oregon, and the ,Planning Commission <br /> has held a hearing, adopted a tentative report, and converted the same into a <br /> permanent and final report and resubmitted it to the Common Council with the <br /> recommendation that the same be enacted into an ordinance, and the Council has <br /> prepaTed and given its first reading of an ordinance enacting said permanent repor . <br />~ <br />
