He had authorized this work to be done and it was nearly . <br /> completed. The City would have to pay the bill, however, it was not definite what <br /> it would be, probably aroune $700.00. ,Councilman Bond said in view of the emergen y <br /> situation, he believed the Mayor had acted wisely an,"lthis situation. A motion' <br /> by Bond and seconded by Stewart that the Mayor be given a vote of confidence for <br /> 8 this work was carried. I <br /> Councilman Hawn stated a group of merchants consisting of W.S. Garrett, <br /> Ford Hand and one or two others had approached him regarding tickets for ovextime <br /> parking from now until after Christmas. He stated this should probably be in <br /> Mr. Bond's hands but these people had come to him and requested courtesy tickets <br /> be given in place of the regular overtime parking tickets. Councilman Bond stated <br /> the same group had contacted him and he told them he was n0t ready to make a <br /> decision offhand but that he had suggested to them that the regular overtime park ng <br /> tickets should be :gi ven and 'when they appeared at the poli ce office they could be <br /> told that owing to the holiday season they would be excused for their first <br /> offense but they would be asked not to repeat the offense again. This privilege <br /> would in noviw~y apply to the merchants or their employees. Mr. Bond stDted that <br /> this was satisfactory with the merchants. A motion was made by Bond and seconded <br /> 9 by Hawn that this plan be adopted. Motion was carried. <br /> Councilman Bond said the Police Department had requested that he bring <br /> up at the council meeting the question of ammunition for the policemen. He sa id <br /> the policemen had to pay for their own ammunition for both practice and actual <br /> use. He said the ammunition the police officers had at this time was getting old <br /> and should be used. He stated it was-his recommendation the council should buy <br /> the police department a thousand rounds of ammunition which would cost about <br /> $25.00. A motion by Stewart and seconded by Hawn that the city purchase for the <br /> 10 Police Department a thousand rounds of ammunition was carried. <br /> Councilman Bond said Chief Bergman had talked to him regarding the I <br /> licensing of bicycles. He explained ~here was a license plate similiar to the <br /> automobile license and there was wire and a lead seal to fasten it on. He said <br /> it was their intention to attach these plates to each b~cycle and make a charge <br /> of 251t for 'this. He said this bicycle regulation idea had been worked successfull <br /> in several Uregon cities and it was one of the things recommended by the P.T.A. <br /> Safety Council in their report to him. He stated that Chief Bergman said there <br /> would be about, 3000 bicycles to reiister. The c,ost ~f the plates would be $100.0 <br /> and the wire $18.00 and the seals 5.00, stationary $25.00, making a total of <br /> $148.00. The charge of 251t for each tag would bring in $750.00. ' Councilman Stewa <br /> said he thougt this was too much money to take away from the students when their <br /> parents have such hard work meeting all of the demands made on the students and <br /> he thought the tags should be furnished free. Councilman Hawn said there should <br /> be some way of using a part of this money to induce the bicycle riders to observe <br /> traffic regulations. He said some kind of a school s.llould be carried on and prize <br /> given for the best cooperation with the ordinance (bicycle). Both Mr. Hawn and <br /> Mr. Brownson thought this money should not be placed in the General Fund but <br /> should be put in a special fund where it could be used for betterment of bicycle <br /> regulations. Councilman Bond stated it was the police department's intention <br /> tbchavesahio1ficerlgo to each school and give instructions regardihg the bicycle <br /> ordinance and bicycle traffic regulations. The school board said they would compel <br /> all students to get these licenses. It was agreed that the Chief should be given <br /> authority to purchase pmates, wires and seals and that at the next council meeting <br /> some sort of an' agreement should be worked out regarding the disposition of the <br /> 11 funds. I <br /> Councilman Stewart said 'on account of the new firemen it would be <br /> necessary to have more equipment in the fire department. He said there would <br /> have to be new beds and new bedding, turnout suits and material for the making of <br /> new lockers. He said th$s would probably cost in the neighborhood of $300 or <br /> $400 and there appeared to be sufficient funds in the Fire Department for this. <br /> A motion by Stewart, seconded by Farrington that the committee be authorized to <br /> 1 make these purchases was carried. <br /> Councilman Stewart stated that the Fire Department was in need of new I <br /> hose. He explained that even with the five hundred feet which was ordered and <br /> not yet delivered they would not have sufficient hose. He said when they were <br /> on a run and the hose got wet, it would either have to be put back in the truck <br /> wet or some of the trucks would have to be without hose. Resaid there 'Shollad be <br /> at least another 1000 feet of hose, because of the war emergency. He thought it <br /> was necessary that this be purchased and paid out of the emergency fund. After <br /> considerable discussion regarding the matter the Recorder was authorized to ad- <br /> vertize for bids for fire hose to be opened at the next council meeting. At the <br /> next council meeting a decision could be made as to whether or not it was adYisable <br /> ~~ to purchase the hose at this time. <br /> ..... <br />
