Oi11ng and greasing of ~ll equipment <br /> should be done by the machinist and his assistant or some other responsible person. <br /> The mechanic shall enter on his daily report all work done for other dep6r~ments, <br /> as to time, parts, etc'~ and the charge for work done for these departments. <br /> RECOMMENDATIONS <br /> The street committee recommends that all 'records, reports, ,e tc. <br /> be handled in Engineer's office, or by some competent man to <br /> be employed. . <br /> That all street work for upkeep, J renewals and repairs be under the <br /> supervision of a working forerr~n. I <br /> Each foreman or man in charge of any Job, work, is responsible for <br /> the correct filling out of the daily reports of all men in his charge, <br /> these reports to be turned in to proper authority each day. <br /> Councilman Barette said the Committee had put in considerable time studying the I <br /> street department work and that it was the cOlnmittee's further recommendation <br /> that the street depar;tment be put under the supervision ofW. C. Clubb, City <br /> Engineer, and that Mr. LeVan be known as Foreman. The committee also recommended <br /> that the following changes in salaries be made to. become effective January Ist,1942': <br /> C. A. LeVan be paid $150.00 per month instead 01'$186.67; John Alford working in. <br /> the Sewer Department be paid $116.67 instead of $133.33 and that Donald Powell <br /> be raised from $112.50 to $116.67. It was also the recommendation of the Committee - <br /> that a new man be hired that would be capable of keeping such records as were <br /> recommended. . It was also recommended that LeVan should not be allowed to drive <br /> the city car back and forth to his home. After a short discussion a motion was made <br /> by Pennington and seconded by Koppe that the report of the Street Department be <br /> 2 adopted. This motion was unanimously carried. At this time, Brownson'was excused. <br /> . <br /> Mayor Large stated there had been some discussion about Mr. Scroggle who <br /> was employed as a painter. Mr. Barette reported that had been some discussion' <br /> about this ma tter and he had made inquiry of the different paint dealers and the <br /> best information he could get was that a flat painter on a yearly basis would not <br /> make over $100.00 per month on an average. He further stated he ~hought it was hard <br /> to find work for a painter to do during some of the winter months and that the <br /> present salary paid too high and that he strenouBly objected to the raise that was . <br /> provided in the 1942 budget. At this time, Pennington was excused. Councilm~ <br /> Farrington steted he was not particularly talking for Mr. Scroggie and that he did <br /> not know him prior to the time he went to work for the city, but that he thought <br /> they were only hearing one side of ~he case and that the matter should be put I <br /> over until Mr. Clubb could be heard from. Councilman Bond stated that while there <br /> might be some slack time during the winter, he thought if the city had to hire by <br /> day wages the work necessary trhough three quarters of the yaer, the cost would be <br /> more than the present setup of a yearly basis. It was decided to lay this matter <br /> 3 over until the next council meeting for further discussion. <br /> Mayor Large brought up the question of city employees working overtime <br /> in the different departments and Attorney Calkins was asked to explain the recent <br /> law concerning this matter. lVIr . Calkins read the statute and said it was his opini ,I <br /> that for overtime employees would be ent i tIed to one and half hours off for. every <br /> hour's overtime they had put in, or that the city could pay for this overtime at the <br /> same rate if it so desired. It was pointed out that the budget wet up did not <br /> provide for payments in cash. After some discussion regarding the matter, a motion . <br /> was mm.de by Bond. and seconded by Stewart that all the heads of the departments be <br /> instructed to not allow overtime work except in cases of emergency and the emergency <br /> to be determined by the head of. the department and that in case any overtime was <br /> necessary, time and half off should be allowed but that all overtime would have to <br /> be adjusted at the end of each month and not allowed to accumulate and time records <br /> should be kept by the head of the department. On vote of the council this motion <br /> 4 was unanimously carried. <br /> ~ <br />
