All councilmen were present with the exception'of Stewart. <br /> <br />~ <br /> <br />21'" <br /> <br />Mr. Roy K. Re~d stated that he had an agreement with Louis W. Soukup <br />to buy a building ,at the old airport grounds, 'this being subject to the approval <br />of the Council. He said that the building would be moved from the grounds in <br />two or three weeks. Councilman Bond stated that it was his understanding that <br />all buildings on the airport grounds were to revert to'the City when the owners <br />were through with them at the airport. It was pointed out that this kind of an <br />agreement was in the contract with Joseph Harrell,' but that this building had <br />been put up by ~r. Soukup. Councilman Koppe stated that as lon~ as the building <br />was not to be moved for two or three weeks that he would like to see the matter <br />laid over at this time. A motion was made by Councilman Koppedand seconded by <br />Councilman Bond that this matter be referred to the Judiciary Committee to report <br />back at the next Council Meeting, was carried. <br /> <br />Mayor Large stated that there were several of the oil men present <br />at the meeting, and perhaps it would be better to dispose of the subject at <br />this time. A contract that had been drawn up giving the Standard Oil Company <br />an exclusive right to store, handle, and sell at the City's new airport all <br />Petrolewn products for a period of five years beginnigg February 1, 1942, <br />was read. 'rhis contract provided among other things that the Standard Oil <br />Company should pay the city of Eugene one cent pergallon for all gas dispensed <br />at the airport except th~t part sold or delivered to the United States Govern- <br />ment or any agency thereof or to any regularly established airline equipment. <br />Mr. Brown, Manager of the Shell Oil Company, addressed the Council and objected <br />to any oil company having an exclusive right at the new airport. He stated that <br />the Shell Oil Company and other oil companies would be willing to pay the City <br />a cent or a cent and a half per gallon for gas dispensed at the airport. <br />Mr. Hodley, representing the Associated Oil Company, stated that there was no <br />other airport in Oregon where one oil company had an exclusive right. Councilman <br />Bronson stated that there seemed to be some points not as clear as they might <br />be and that he would like to see the matter put over and if there was an <br />emergency for this to be settled at once, to have a special Council Meeting <br />tomorrow. Mr. Brown stated that he did not understand that there was an <br />emergency at this time as the Government's needs were being take n care of. <br />Councilman Bond asked Mr. Brown that if the Government requested them for <br />service at the airport, would they have to go to the Standard Oil Company to get <br />the gas. Mr. Brown stated that they would not have to and stated that there <br />was Government storage of gas in Eugene at three different oil companies, which <br />was to be delivered only at the direction of the Gover!lillent. Councilman Bond <br />asked Mr. Brown if the Government would put a supply officer here, and Mr. Brown <br />stated that they would. Councilman Hawn said that he thought some steps should <br />be t~ken,immediately so that facilities could be provided at the airport. A <br />motion WaS made by Councilman Bronson and seconded by Councilman Bond that the <br />matter be t)),rned over to a committee. May,or Large suggested that the supplying <br />of gas for the duration of the war might be thrown open to all of the companie s. <br />Councilman Hawn stated that he thought the Council'l first duty vvas to see that <br />the Government's requirements were met and second that the City protect their <br />own interests. Councilman Pennington favored making contracts with whoever <br />would be willing to pay the city the one cent per gallon. Councilman Bronson <br />wanted to know if the other companies would be willing to supply facilities <br />at the airport the same as the Standard Oil Company and Mr. Brown stated that <br />they would. Councilman Bronson at this time stated that he would be willing to <br />withdraw his motion and Councilman Bond stated that it was agreeqble with him. <br />After some further discussion a motion was made by Councilman Bond that the <br />furniShing of gasoline at the new airport be thrown open for the duration of tre <br />war to all of the major companies who wish to sign a contract to furnish <br />facilities and pay the City one cent a gallon except where gasoline was furnished <br />to the United States Government or any department or agency thereof. This <br />motion was seconded by Councilman Hawn and carried. <br /> <br />A"" <br />r <br />;::r <br /> <br />.:"~,,'<i'''~ <br /> <br />3~ <br /> <br />At this time Councilman Stewart appeared. <br />The Judiciary Corami ttee had no report. <br /> <br />4 ..-.: <br /> <br />The Finance Committee reported that the bills had been audited and <br />recommended that warrants be drawn. On motion made and seconded this <br />recommendation was adopted, on Roll Call all councilmen present voting "Aye". <br /> <br />Councilman Farrington at this time stated he would like to see some <br />action taken by the Council in regard to the United States Treasury drive to <br />tax Street and Municipal Bonds. Councilman Koppe stated that he thought the <br />City should do something themselves and also request the League 01' Oregon Oi ties <br />to take the matter up. The motion was made by Councilman Farrington that the <br />Mayor be authorized to wire the Oregon Representatives at Washington to use <br />their best efforts to defeat this measure and also request the League of Oregon <br />Cities to wire the Oregon Representatives.
