A contract had been prepared by the City Attorney as suggested <br />1 ~ in the Special Meeting held March 13th. <br /> <br />I <br /> <br />The Mayor requested the Recorder to read the contract at this time. <br />After the reading of the contract, a motion was made by Bond and seconded by <br />Brownson that the Mayor and Recorder be authorized to enter into this contract <br />with the School District #4. This motion WaS carried unanimously. Councilman <br />Bond explained that it was the desire of the Council to do everything possible <br />to ass'ist the School Board to make a success of this undertaking and he thought <br />the matter regarding the Soukup building should be settled at this time. <br />Councilman Bond stated that the City contract with Joe Harrell would not allow <br />that building to be removed it it had been constructed ~y Mr. Harrell and that <br />Soukup had not received permission to erect the building from Mr. Harrell. <br />A motion ~as made by Bond and seconded by Barette that Mr. Soukup not be allowed <br />to remove this building from the grounds. Themotion was carried. <br /> <br />2 <br /> <br />"'" <br /> <br />The matter of the overlapping of the Contract with the School Board <br />and the contract with Joe HarTell for the old Aviation Field was discussed and <br />the following resolution was read regarding the matter. On motion made and <br />seconded, the resolution was adopted. <br /> <br />RESOLUTION <br /> <br />I <br /> <br />, <br />BE IT RESOLVED by the Common Council of the City of Eugene, that the contract <br />between the City of Eugene and Joseph Harrell and Mamie Belle Zumwalt, is <br />hereby declared forfeited, terminated and held for naught, and the Mayor and <br />the 'City Recorder be and they are hereby authorized and directed to sign and <br />deliver the contract for the old AirpoTt submitted to the Council, as soon as <br />3.... the amendments proposed and ac~epted by the Council have been incorporated therein <br /> <br />At this time. Mayor Large requested Councilman Bond to notify the <br />School Board that the Council had authorized the signing of the contract as <br />prepared and a recess was taken. About a half hour later the School Board <br />appeared at the Council Chambers and JUdge Harris explained that the delay was <br />occasioned by the fact that the School Board did not have opportunity to go <br />over the contract as prepared by the City Attorney. Judge Harris explained that <br />there were some minor changes that the School Board would like to have made <br />and read the contract through pointing out as he went along, the. changes that <br />the School Board wished to have made. Mr. Tugman was present and stated that it <br />was possible that the Old Aviation Field might be abandoned as an airport when the <br />new MU4~cipal Aviation Field was completed and that he thought the School Board <br />should be given an opportunity to purchase the Old Aviation Field. Attorney <br />Calkins pointed out that he did not think the Council would have authority to <br />dispose of the Field except at the direction of the voters. Mrs. Van Loan was <br />present and pointed out that the Eugene Vocational School during the school year. <br />1940-1941 had received from the Government for National Defense the sU$$ of <br />$120,546.36 and for salaries for regular instructors the sum of $132,634.19 <br />making a total for the eighteen months of $273,917.63. <br /> <br />4 <br /> <br />'I <br /> <br />5 .... <br /> <br />A motion was made and seconded that the Council rescind its former actio <br />authorizing the signing of the contract as orginally drawn and this motion was <br />carried. A motion was then made that the Mayor and Reco:r;:der:cbe instructed to sign <br />the new contract with the changes to be made as o~Llined by Judge Harris, the <br />Mayor to be the judge as to the wording of the new contract. On vote this motion <br />was unanimously carried. <br /> <br />Chairman Dodds put the question to the School Board as to the signing of <br />the new contract as suggested and the vote of the School Board was unanimous for <br />the Signing of the contract.
