<br />610 <br /> <br />...."i <br /> <br />7:30 P.M. <br /> <br />Council Chamber, Eugene, Oregon <br />~arch 24, 1942 <br /> <br />The mnutes of the regular meeting held Monday evening, March 23, at <br />All councilmen were present with the exception of Farrington. <br /> <br />~ <br />-- <br /> <br />Mr,. D. R. French of the Humane Society was present and explained that <br />they had a Mr. Willard P. Abbott that they wished to have deputized as a Dog <br />Control Officer. On mottion made and seconded, the Council authorized that <br />Mr. Abbott be deputized on approval of the Chief of Police. The motion was <br />carried. Councilman Bond asked fur. French if the Humane Society was not formed <br />to prevent cruelty to animals. He stated it was qu1.te:'e.c:;col1l!:D.on sight to see a <br />horse tied'behind an automobile driving down the street at eight or ten miles <br />an hour, mile after mile. Mr. French explained that the Society was interested <br />as much in regard to the cruelty to animals as they were to looking after the <br />dog situation, and that if they could get reports of anyone leading horses <br />behind automo~iles at an excessive speed, they would be glad to have them <br />\ <br />prosecuted. <br /> <br />1 <br /> <br />"- <br />...,.. <br />~~ <br /> <br />I <br /> <br />1 <br /> <br />Graham Smith, architect for the United Airlanes, was present and said <br />that he had received word from the company that they probably would be requested <br />,to move the location of the administration building back to the South end of the <br />field but that they had nothing definite regarding the matter. They hoped to have <br />information by Tuesday or Wednesday of this week. Mr. Smith said that the first <br />thing necessary in the construction of the building would be to haye water for the <br />use of the contractors. He said that in asking for bids on the administration <br />building he had also asked what the cost of a well would be included in the bids. <br />Mr. Smith explained that there should be a four-inch drilled well in pla,ce of the <br />smaller driven pipe. He stated that the contractors had quoted figures on a fifty- <br />foot, four-inch, driven well complete with casing at $3~20 per lineal foot and tha~ <br />if it was not necessary to go to a depth of fifty feet, the $3.20 per lineal foot <br />would be figured at the depth necessary to get a satisfactory flow of water. <br />Councilman Bond stated that the City had agreed to furnish water but that nothing <br />had been said regarding a well of this size. After some discussion by the council <br />as to whether a smaller driven pipe should be furnished or whether the City <br />should allow for the construction of the four-inch well, a motion was made by <br />Councilman Hawn and seconded by Councilman Bond that the City accept the contractor <br />bid on the four-inch well at a figure of $3.20, per lineal foot, complete with <br />casing. The motion was carried. <br /> <br />.1 <br /> <br />2- <br /> <br />The infor~tion regarding the change of location for the United Airlines <br />Admnistration Building at the airport seemed to be indefinite. If the Army should <br />request the United Airlines to change their location back to the South side of <br />the fieilld it would be necessary to enter into a new contract with the airlines. <br />In order to avoid any delay and save the necessity of calling a special Council <br />meeting, a motion was made by Bond and seconded by Hawn that in event it was <br />necessary to make the change, the Mayor and Recorder be authorized to enter into <br />a new contract with the United Airlanes the same as the one recently granted by <br />the Council, with the exception of the change of location. On vote, the motion <br />was unanimously carried. Councilman Koppe made an objection to the twenty-year <br />lease stipulation in the contract and Councilman Barette said it -seemed to him <br />that twenty years was a long, long time. The Council did not seem to be inclined <br />3 _ to make any change in this, and no action was taken. <br /> <br />Mr. Floyd Ruling was present, and on being asked by the Mayor if he <br />had anything he wished to bring up, he said that he was only present to find out <br />what the Council was going to do regarding the requested annexation to the City <br />and he stated thathe would like to have the matter put over at this time. He <br />was told that there was nothing further that the Council could do until some <br />different solution was worKed out, and that the matter would be delayed pending <br />4..... investigation. <br /> <br />The Judiciary Committee had no report. <br /> <br />In the absence of Chairman Farrington of the Finance Committee, Councilman <br />Stewart reported that Ernest G. Ray had. requested that a deed be given him for <br />the East 61 feet of Lot Ie, Huddlestons Addition. Mr. Stewart explained that Mr. <br />Ray had bought two lots and that on account of having made payment on both, he <br />was asking for the deed on the one and a change in the payments on the other. <br />Mr. Stewart also said that the matter of a request for a refund of down-payment <br />and cancellation of his contract for Lot 10, Block 25, College Hill Park by Mr. <br />Elton Rippel had not been settled. Mr. Stewart said that he would move that the <br />request of Ernest G. Ray be denied, but that the Rippel request be held for further <br />investigation. There was no second to Mr. Stewarts motion. It was pointed out <br />that the Council already was on record not. favoring any further refunds and a , <br />motion made by Councilman Hawn, seconded ~'Y Councilman Brownson that both of these <br />requests be denied was carried~ <br /> <br />I <br /> <br />I <br /> <br />.'.
