<br />"... <br />612 <br /> <br />.. ==" <br /> <br />The Police Committee had no report. - <br /> <br />The Recorder reported that a letter had been received from the Oregon <br />State Sanitary Authorities regarding construction of the Sewage Disposal plant. <br />Mayor Large explained that Eugene was further along with this work than any other <br />.~ City and w~s in a position to proceed whenever it was necessary. Councilman <br />~ Koppe pointed out that he thought there should be some further. arrangmments made <br />(~ regarding the use of this Sewage Plant by the Fruit Growers and the University. <br />Councilman Pennington said he thought the City should have a bill prepared to <br />present to the next legislature with a view of receiving state funds along the <br />l~ _ lines of the Salem bill. <br /> <br />Tax bills in the amount of $14.94 for the 19~2 taxes on the O. h. Jarrett <br />property which WaS included in the new Municipal Airport Field were presented. <br />Attorney Calkins stated that the purchase of the property for the new Eugene <br />Airport had beenmade before the March assessment except on the Jarrett property <br />and negotiations on this were not completed until sometime in June so that the <br />City would be obligated to pay these 1942 tax bills. On motion made and seconded, <br />14 payment of these tax bills was authorized. The motion was carried. <br /> <br />I <br /> <br />I <br /> <br />15 on file. <br /> <br />The Library report for the month of February was read and ordered placed <br /> <br />A letter from the P.T.A. Safety Committee signed by D. T. Bayly was <br />read. There was the suggestion in this letter that there was considerable ball <br />playing in the street and that the Committee felt that further facilities should <br />be provi~ed for playgrounds and suggested that the Patterson school building <br />grounds be put in shape for this purpose. This part of the letter was referred <br />to the Playground Committee, and Councilman Hawn reported that it w~s going to <br />be almost impossible to secure student help for playground work this summer, and <br />the actiVities along this line would have to be curtailed. The Safety Committee <br />also recommended the strict enforcement of the Bicycle Ordinance and expressed <br />the hope that thereo~ould be further arrests in connection with the basic rule <br />16_ violation. <br /> <br />The Recorder reported that the Oregon Motor Stages had paid their <br />Franchise Taxes for the year 1942 in the sum of $300.00, this being just twice <br />l7~ the amount the company had been paying in previous years. <br /> <br />I <br /> <br />A letter from Carl Cuddeback, employee of the Fire Department, was read <br />stating that he had been called for duty to the Army and requested a leave of <br />abs~ense for the duration of the war. On motion made and seconded, this request <br />18_ was granted. <br /> <br />The Recorder reported that the Standard Oil had just returned a signed <br />contract for permission to install ganline facilities at the new Municipal Airport. <br />A statement was made at the time the contract was delivered to the Recorderts <br />office that the conditions at the new Airport were unsettled and the Standard <br />19 _ Oil Company would not want to install anye'quipment at this time. <br /> <br />A letter from Thomas Fischer, Director of the Playgrounds was read <br />concerning the cOlnplaint of Mr. Campbell~t 735 Jefferson Street, regarding playir~ <br />in the streets in front of his house. Mr. Fischer explained that he thought <br />20 the matter had been settled satisfactorily. <br /> <br />A report from Dr. Helterline, the Milk Inspector, was read and ordered <br />21 - placed on file. <br /> <br />At this time, Mayor Large appointed Donald IvJ. Winther and Herbert N. <br />Green as Police Officers. Mr. Winther was appointed on account of the resignation <br />of P. J. Jorgenson and Mr. Green was appointed on account of Mr. Ellis having <br />left the service. Mayor Large appointed also Vance C. Cook as fireman to take <br />the place of Carl Cuddeback. On motion made and seconded, these appoi~~~~nts <br />were confirmed and the Recorder was authorized to deputize Mr. Winther "and Mr. <br />22 Green as ~ee~~=~~~~sfF~he~r'names were ordered placed on the payroll. <br /> <br />I <br /> <br />An Ordinance concerning an increase in rates to be charged by garbage <br />haulers and amending Section 5 of Ordinance No. 8265 entitled, "An Ordinance <br />providing for the disposal of garbage, defining garbage, providing regulations <br />for the manner of disposal, prices to be charged, and requiring a license and <br />bond, and generally regulating the collection and removal of garbage in the city <br />of Eugene, repealing.former'ordin!3-nces and declaring an emergency", was read the <br />first time and passed to its second and third readings by unanimous consent of <br />the council by title under suspensicn of the fules and was placed for"final <br />passage.
