No further actlon was taken by the Counc~l. <br /> <br />~ The Sewer COillnlittee had no report. <br /> <br />Councilman Bond, reporting for the Police Department, said that early in <br />December one of the Police Officers had run the Police car into the back end of a <br />milk truck and damaged -the police car considerably. He said that he had had Chief <br />Bergman secure three estimates for repair on the car and thet they ran from $189.87 <br />to a little over $200.00, and that he had instructed the Chief of Police to have <br />9 the repair work done at Simmons-Kendall, their bid in the sum of $189.87 being <br />the lowest. He stated the work had been completed and he was asking that if there <br />was not sufficient funds in the Police budget for equipment and renewals to pay <br />this amount, the balance to be taken out of the Emergency Fund. ,Councilrra n Bond <br />asked Chief Bergman how the accident occured and the Chief stated that the officer <br />was no longer with the City and that it had been discovered he had a woman with him <br />in the car at the time. <br /> <br />i Mayor Large at this time stated that a watcf@an had been employed at the new <br />I airport by the name of A. W. Snyder and that he should be deputized. He said this <br />10 ! watchman would eventually be paid by the Army, but that the City would probably <br />have to advance his pay Ultil the appropriation could be returned from the Army. <br />A motion was made by Bond and seconded by Farrington and carried that this appoint- <br />, illent be confirmed and that he be deputized as a watchman. <br />I <br />Councilman Stewart stated.that Councilman Bond had asked him to make a report <br />concerning tile request of the Humane Society asking for the entire revenue for dog <br />licenses be turned over to them for the year 1943. Councilman Stewart stated that <br />the committee hau held a meeting and that they felt that the request of the Humane <br />Society was reasonable and it was the recommendation of the committee tbat the reque t <br />be granted. Mayor Large stated at this time that in the 1942-1943 budget the dog <br />11 licenses were included in the es~ted revenue and that an item of $400.00 only <br />had been set up as an allowance for the Humane Society and it was doubtful if any I <br />i money more than this ~400.00 could be allowed the Humane Society for the balance of <br />'i the fiscal year ending June 30, 1943. Attorney Calkins stated that unless there <br />: was an emergency nothing further than the $400.00 could be allowed the Humane ' ~ <br />i Society and on this account no action was taken regarding the committee report that <br />! the Humane Society be allowed the full amount of the dog collections. <br /> <br />i The report of Sewage charges for November and the Fire Department report for <br />: October were read at this time and ordered placed on file. <br /> <br />i A letter from ,the Shell Oil Company requesting permission to install benches <br />,I at some of their service stations for use of the Armed Forces 'wai ting for rides <br />12 i was read. A motion was made by Farrington and seconded by Bond and carried that <br />the Recorder be instructed to write the Shell Oil Company that the Council would <br />i be glad to have these seats erectedas long as they were kept on the service station <br />property. <br />I <br />, <br /> <br />A letter from residents on Mill Race Drive at the north west corner of the <br />i bridge which crosses the millrac~ at Alder was read. This was a request that the <br />, City erect a sign designating this as Mill Race Drive and also requesting some <br />: gravel be placed on this drive. Councilman Pennington stated this was a private <br />: drive but that it connected with a dead-end -alley belonging to the City; that there <br />131 were some 20 or 21 garages on this alley, and that if the property owners wanted <br />: to fence off Mill Race Drive it would be almost impossible for the City to use <br />'i this alley as there would be no way to turn around wi thout getting on private <br />property. Councilman Stewart said that he felt under the circumstances this was <br />i a fair request and it seemed to him it should be granted. Councilman Pennington <br />" stated that the alley belonging to the City was in very bad condition and Council- <br />: man Barette stated that the City did do SOllie repairing on this alley but to do much <br />'; good would require a good deal of expense and probably more gravel than they would <br />be able to secure at this time. The'matter was referred to the Street Committee <br />: to report back at the next Council meeting. <br /> <br />: This was the date set for comp~etion of the vacation of part of Hamble Avenue <br />; and for hearing complaints and objections. Mayor Large called for objections and I <br />there being none an ordinance vacating the following described area was read the <br />: first time and passed to its second and third readings by unanimous consent of the <br />14 ' Council by title under suspension of the rules and was placed for final passage. -~, <br />On roll call councilmen voting aye: Bond, Barette, Koppe, Fennington, Farrington, <br />Stewart, Brownson, and Hawn. Voting no, none. Absent, non~. The ordinance was <br />declared passed and numbered ~. <br /> <br />Mayor Large stated that this was the last meeting of the year 1942 and that <br />owing to war conditions had been a hard year and that he hoped the year 1943 wou~d <br />bring the changed conditions we have been hoping for. He stated that also a senlor <br />, member and president of the Council Councilman Bond, was retiring from the Council <br /> <br />~: <br />
