Mr. Gustafson of the Dutch Girl Dairy <br />!: said he had been in business there for two years and that he had recongnized <br />this problem when he came there and had signs posted asking that there be no <br />parking on the sidewalk and that he had instructed his emplpyees if cars were "~ <br />parked on the sidewalk to request the people'to move them. He stated that he '~~ <br />had also provided extra parking space in the lot on the south side of the building. ~~ <br />1.1:' At this time Councilman Pennington was excused from the meeting. Mr. Gustafson <br />said he would suggest a thorough police checkup of the offenders at the place and <br />~ that he believed that would eliminate the trouble. A motion was made, seconded, <br />Ii!,', and carried that this matter be referred back to the Street. Committee and the City <br />Engineer for further study. <br />, <br />1 <br />, <br /> <br />2 <br /> <br />Dr. George Simond was present and stated that he had a petition signed by all <br />of t.q.e employees of the Street and Sewer Department requesting that they be granted <br />an increase in pay and asked that the Recorder read the petition at this time. <br />After the reading of the petition he stated that he had asked these employees to be <br />present in a body at this meeting but that they were not on hand. He said the <br />employees pay was below the average and that he thought they were justified in <br />asking for a raise. Mr. Arthur Hendershott was also present and said he promised <br />the boys he would appear in their behalf and that he felt that now was a good time <br />to start consideration of the subject, and thought they should have'a raise in <br />the next budget. Councilman Stewart said that he was in favor of this proposition <br />and that the Council would surely nave to consider an increase in all wages at the <br />next budget meeting. Councilman Farrington expressed the same opinion. Councilman <br />Brownson suggested that it might be wise for the Mayor to appoint a citizens <br />committee to meet with members of the Council and endeavor to work out a solution <br />to the salary problem before the budget meetings. Mayor Large explained that half <br />the budget committee, being the members of the Council, were present at this meet- <br />ing and he. questioned the advisability of aSking out side citizens to make a <br />'recommendation to the budget committee. After some further discussion, Mayor Large <br />said he would appoint the chairman of the Fire, Police, and Street Committees to <br />consider the salary situation and have recommendations to make to the budget <br />committee. <br /> <br />The Judiciary Committee reported in regard to the matter of $63.17 having <br />been paid to John Quiner by the State Industrial Accident Co~nission. Councilman <br />Koppe said the Committee had met with City Engineer Clubb and Mr. Quiner; that <br />Mr. Q.uiner had only been off 4 days, which was to come out of his sick leave and <br />that the committee believed there had been a misunderstanding regarding this <br />payment. He said it was the Committee's recommendation that the check of $63.17 <br />sent to John Quiner by the State Industrial Accident Commission should be returned <br />and that Mr. Q.uiner should be paid his regular salary. He' stated that <br />the Treasurer had reported there were funds in the Parking Meter, Swtmming Pool, <br />Paving Intersection, and the Amazon Cleaning Funds. Mr. Hawn said he had been <br />thinking of funds the City had that might be available for war bonds during the <br />April drive. He said there were various kinds of bonds that the funds could be <br />invested in. Mr. Farrington explained that the Committee had not had an opportunit <br />to go into this matter and the proposition was left in the hands of the Finance <br />Committee for a report back at the next Council meeting. <br /> <br />At this time Councilman Bare~te reported he had confereed with Mr. Smith <br />of the Oregon Motor Stages regarding the making of South Columbia Street a one-way <br />street. Mr. Smith was present and stated that the bus lines at this time were <br />taxed to the limit on account of limited equipment and manpower and that it would <br />be a hardship on the bus company to undertake to make any changes in their schedule <br />ii,:':' at this time, and that for the duration of the war they would like to see the <br />I matter left as it is. Councilman Hawn stated that the junction of South Columbia]. <br />I, and Fairmount Boulevard was a ver~, dangerous palce and" he hoped some solution could <br />Ii be worked out and felt that the one-way street was the only thing that would really <br />6 Iii. solve the dif1'icul ty. Councilman Brownson stated that he was USing both the <br />II University J...oop and the Fairmount Loop busses and he recognized that the juhction <br />~' refe'r,;I"ed to by Mr. Hawnwas a dangerous corner, but that he felt that the bus <br />!i company was endeavoring to furnish the best kind of transportation under existing <br />III conditions and that he believed they should defer the matter until a later date, bu' <br />I that eventually a change would have to be made. He suggested reversing the operati n <br />Ii of the University Loop and the Fairmount Loop going ou t and coming in east of <br />11 Alder, just the reverse of the way they are going at the present time. Mr..
