Larry Watson addressed the Council regarding the proposed changes of curb <br />',I and driveways at what is known as the Drive In liarket and the Dutch Girl Dairy. <br />11.,i He said at the previous meet~ng the Council had agr~ed on two 20-foot cuts for this <br />i property and that he was asklng that these cuts be lncreased to 24 feet. He <br />'i',',! explained that if these were 24 feet wide it would provide much better opportunitie <br />I to get in and outl Councilman Farrington stated he believed the request was reason <br />i able and was making a Illotion that the request be granted. This motion -was seconded <br />~ by Hawn. Mr. Tillman was present at the Council meeting and stated that he did <br />'1:1 not understand why these people should be allovved drive-in priveleges. He said <br />17;1 the "arrangement as it had been was a hazard and a nuisance and he did not believe <br />I) the situation as proposed would be much better, and that he thought the street curb <br />: should be re-established in front of this property unless they wished to make an <br />II opening for the drive-in lot south of the present buildings and drive on out at the <br />~! alley without coming back on VJillamette Street. Mr. Tillman Explained he thought <br />Ii the arrangement Mr. Torrey, at the Electric Cleaners, had was much better and he <br />!i did not think that it was causing any trouble. Mr. Torrey was present and stated <br />Ii he believed by putting a curb at the inside of the sidewalk line as proposed would <br />il remedy the matter materially and he would like to see it tried out. Councilman <br />'I' Farrington stated he did not think Mr. 'Tillman's arguments were too strong and he <br />I believed the presxnt arrangement vvould be an improvement. The original question <br />Ii was called for and on vote was carried. R. Gray at 1859 ' <br />Franklin Boulevard asking to be allowed to use concrete block piers <br />instead of a continuous concrete foundation under a proposed addition <br />to his present place of business and apartment. He is making this <br />request lifoI' the duration" as he expects to build a residence on the <br />rear of the property in the futUre. The Board recommends that the <br />request be deniee." <br />Mr. Gray was present and explained that the limit of $200.00 for improvements would <br />not allow him to make the improvement he felt were needed and at the same time <br />place a continuous concrete foundation and he was asking the Council for perm"ssion <br />to use concrete piers until such time as had been allo~ed to make a permanent <br />foundation. Engineer Clubb explained that the building code provided that a buildi <br />of this type should have a continuous concrete foundation and the Board of Appeals <br />had felt that it was almost impossible to get these temporary permits completed <br />afterwards and for that reason they were denying the request. Councilman Farringto <br />stated that he did not like to over ride the Board of Appeals' recommendation and <br />he feltMr. Gray's position was no different than 100,000 others in the United State <br />and that Mr. Gray must have known for some time of the limitation. Councilman Hawn <br />stated that he did not like to over-ride the Board of Appeals' recommendation either, <br />but he felt Mr. Gray had a legitimate request. He stated if Mr. Gray could sign <br />a contract that he would complete this foundation just after tlle 12 months period <br />had expired that he would be willing to grant the request. Mr. Gray said he would <br />be willing to sign such a contract. A motion was made by Councilman Hawn adn <br />seconded by Stewart that if Mr. Gray would sign the contract as drawn by City <br />Attorney Calkins that hs request for concrete blick piers should be granted~ On <br />vote this motion was carried. <br /> <br /> <br />The library report was presented and ordered placed on file. <br /> <br />A letter of pppreciation from Mr. C. A.
