I <br />!C, <br />~" Councilman Barette stated that there had been complaints about <br />11 Basketball posts in parking strips, where the boys play from the street <br />, and said the park department would have these removed as they were a <br />traffic hazard. <br /> <br />I Mr. Barette als9 stated that he had been asked to suggest to the <br />121 council that right hand turns should be allowed at some of the red traffic <br />j lights. He stated that this should.be a mtter of the Police Department to <br />i investigate. <br /> <br />I Mr. Barrette also stated that there was an automobile on 14th street <br />just off of Willamette that had been set.on wooden blocks and the tires removed <br />13 and it had been there for a considerable time. Councilman Koppe stated that <br />there were 3 or 4 cars in his neighborhood with flat tires parked along the <br />street for some time and he though it would be investigated. The matter was <br />turned over to the folice Committee. <br /> <br />Mr. Barette reported that there had been complaint of tree limbs <br />overhanging the street and that ,there was a Mr. Davis who was a tree surgeon <br />that could be had to trim the tree and limbs that was creating a hazard. It <br />was explained that this mand would trim the limbs from the tDees and also <br />14 fall the trees that was necessary to be taken out, that the city would have to <br />clean up the trees and limbs from the street. Mr. Clubb stated that this man <br />was willing to qo the high climbing for $1.50 an hour and the lower triming <br />for a smaller sum. Authority was given the street Department to hire this man <br />and part of the cost to be taken out of the Street Department and part of the <br />cost out of the Park Department. <br /> <br />Councilman Crumbaker, reporting for the Sewer Committee, stated that <br />the committe had been studying plans regarding .sewers for post-waIn' work. <br /> <br />Police Committee, no report. I <br /> <br />At this time a new ordinance regarding the Juvenile situation was . <br />read, the time for the curfew had been changed from 9 to 10 o~lock p.m. <br />Mr. Robert Broderick stated that there had been some objection at first <br />regarding the change in the curfew time to 10 oclock but after an explanation <br />of the s.ituation the objection .had been withdrawn. Section one of the new <br />15 ordinance make a provision for minors whose employment is later that 10 <br />oclock that they be allowed Qn the street after that hour and a suggestion <br />I was made that those boys employed after ten oelock should carry a written <br />permit. Mr. Broderick explained that the Police Department would have the <br />cooperation of the Active Club and Junior Chamber of .Commerce in the enforce- <br />ment of the ordinance and that Mr$. Swango had volunteered to furnish women <br />. Police Matrons at night who would go onto the theatres:and investigate' <br />Juvenile situation in the theatres. He stated that the ~anagers of the <br />theatres had been contacted regarding this matter and that they were favorable <br />to t.his arrangement, and the theatre managers had stated tha t they would <br />not sell ~dmission to minors after 7:00 p.m. unless acompanied by parents <br />i or guardians. A motion was made, seconded and carried that the ordinance as <br />: reaa should be amended so that minors whose employment , made it necessary to <br />be out after 10 oclock should get a written permit from the Recorder's office. <br />A motion was made, seconded and carried that the ordinance passed to be second <br />and third reading~ by unanimois consent of the Council by title under suspension <br />of rules and placed for final passage. On roll call all Councilman voting Aye. <br />Absent, Stewart. The prdinance was declared passed and. numbered 8778. <br /> <br />Councilman Hawn stated that the Active Club. and the Junior Chamber <br />of Commerce had taken care of the Recreation program for the boys and that <br />i he thought something sho~ld. de done for the girls and suggested. that this <br />I matter should be taken up by some of the City clubs. Mr. Edward Duke at <br />: this time stated that they already had this matter uhder consideration, and <br />16 had hoped that they could get a romm down-town for a club room for the girls <br />where they would be a dance floor and games could be played. Mr~. Swango <br />stated that they were working on this already and would try to see if this <br />~ould be worked out. Mayor Large stated that now since they had a new I <br />ordinance he was sure that the Active cl~b and the Junior 6hamber of . <br />Commerce and other organization had taken on quite a job.
