January 10, 1944 <br /> <br />,~ <br />,~ <br />.~~. <br />:Q';: <br /> <br />The minutes of the regular meeting of the Common Council, Monday January <br />10th, 7:30 P.M. The meeting was called to order by Mayor Large. All Council- <br />men were present. <br /> <br />I <br /> <br />1 <br /> <br />Interest in the Curfew ordinance brought out a large delegation of <br />students and some parents, in fact the Council rool was not large enough to <br />accomodate the crowd. Robert Broderick was present representing the Active Club <br />and the Junior Chamber of Commerce and addressed the Council. He stated that <br />arrangements had been made for a dance at the Eugene Hotel on Friday nights. He <br />stated there was some 300 students in the Eugene Area and that arrangements had <br />also been made to take over a considerable space in the Almack Building and that <br />they would install a $15,000.00 night club for the Eugene, Springfield and Lane <br />County juveniles. He said it was the intention to keep this club open from four <br />P.M. to 10 o'clock P.M. except on Friday and Saturday nights when they hoped to <br />be able to keep open until a short time before midnight. He stated this club <br />would have a dance hall, lounge, ping-pong table, Council room, a coke bar,and <br />other amusements. That they were asking the Council that juveniles 13-14-15 and <br />16 years old be allowed out until twelve o'clock on Friday and Saturday nights. <br />Mr. Broderick stated that experience in other places showed that a club of this <br />kind would ge self-supporting, that there would be a membership fee and revenue <br />from the coke-bar. He stated the dance at Eugene Hotel and proposed club <br />activities would be closed in time on Friday and Saturday nights in order to <br />allow the students to get home by twelve o'clock. Malcolm Karr stated that he <br />represented the students groups and that if they were given this chance that <br />they would co-operate with the authorities and keep them off of the streets. <br /> <br />Councilman Hawn stated that the Police Committee had a meeting and <br />considered this situation and that they had intended to recommend that the Junior <br />High and older students be allowed out on Friday and Saturday nights until twelve <br />o'cloDk if they were at some entertainments, but that they were not to be allowed <br />out on the streets up to that time. He stated that after hearing the arguments <br />presented at this time that he personally would be willing to give them a trial <br />to attend organized parties as outlined. Councilman Davis asked that if it was <br />the intention for the students to elect their own members as supervisors of the- <br />club. Mr. Broderick said that was what the group desired and that was the plan, <br />but that the Active Club and the Junior Chamber of Commerce working together <br />would have a full time man at the Club that could be consulted at any time. <br />Councilman Farrington stated that as a matter of protection to the students and <br />to all concerned that they should be chaperoned by some other than their own <br />group. Harry B. Johnson, Principal of the Eugene High School said he was gaad <br />to see the interest shown by the students and beleived that something now might <br />be accomplished. Dr. Vance Webster stated that there were two or three things <br />that should be given considerable thought before this plan was put into action: <br />First, who was to say where the students could go; second, should 7th graders, <br />mostly 13 years old, be allowed out until eleven thirty or twelve o'clock; third, <br />will the bar be open while the dane is going on. He thought the proposals made <br />tonight would not solve all the difficulties. Mrs. McClosky thought that thir- <br />teen was too young for children to be going to public dances. She stated that <br />she did not believe she was willing for her boy to start out that young and she <br />thought the ages in both the lower and uppe,r brackets should be carefully watched. <br />Councilman Hawn stated that if the plan was given atrial that the parents could <br />still use their own judgement as to who should attend. Councilman Stewart said <br />he did not think it was the Council's province to endorse any particular place. <br />Councilman Barette wanted to know how parents would know that the children were <br />going to these places or some other place. Councilman Hawn said he could not <br />agree with Mr. Stewart and that he would not be in favor of the later hours-if <br />the children were to go down-town indiscriminately. Mr. Kenneth L. Shmaaker of <br />the Youth Council said he was gald to see the students taking hold of the~r own <br />problem and that he beleived it would be worked out quite satiSfactory. Council- <br />man Hawn stated that as a temporary measure he would move that the teen age <br />children be allowed to be out on Friday and Saturday nights up to twelve o'clock <br />provided they were at some entertainment, not on the street and that they were to <br />be home by twelve otclock. This motion was seconded by Stewart and on vote was <br />carried. <br /> <br />I <br /> <br />2 <br /> <br />3 <br /> <br />The matter of permits for juveniles who were working to be out after ten <br />o'clock was discussed. A motion was made, seconded and carried that the Recorder <br />was not to issue permits to applicants unless they could show a wage and hour <br />permit from the Bureau of Labor and that these permits would have to be endorsed <br />on the back by the employer each night as they left from work. <br /> <br />Councilman Barette brought ~p the matter of closing hours for the <br />bowling alleys and pool halls and the matter was referred to the Police committee <br />tp report back at the next meeting.
