Recommendation of the l"inance Committee that acceptance of the offers as noted above. On motion made, seconded, and carried the recommendation of the Finance Committee V'ias adopted. Councilman Farrington also brought up th~ question of City Lots being used for garden purpose~ and mentioned the fact thst last year the Council granted, the use of City Lots for garden purposes with the agreement thEt the owners of the gardens could have until October 1st to harvest their crop in case the lot was disposed of. On motion made, seconded, a nd carried the recommendation of the Finance Committee was adopted. " I Councilman Davis reporting for the Street Committee, stated that the City had secured light a;:;phalt for making street repairs and that as soon 8S weather permitted, repairs to the streets would be started. At this time Councilmon Farrington stated tho t Mr. Grant R'; Crakes was present and would be gled to answer any questions the Council wished to ask regarding a proposed chEnge in the handling of'the City Insurance policies. A letter from the Eugene Associatioflof Insurance Agents out linin€:!: a proposal to take over the handling of the city insruance and distribute the premiums among the members of the Association, was read at this time. After some explanation, by Mr. Cr~kes, regarding the Eugene Association of Insurance Agents the matter was referred to the Finance Committee to report back. Fire and Water Committee no report. Councilman Baker reporting for the Hea~th Committee read a letter from the Wel'are League in which they ebclosed a check for $1100.00 to be used in the rat control program and Mr~ Baker explained to the Council that it was the intention of the committee to pI'oceed with this rat control program as fast as details could be ,worlced out. That this would be handled under the direction of the County Health Departlu:'nt i;l.nd that Mr. Chaney, a Federal representative, would be available for two or three weeks to help organi7e the work and thc:t his services would be donated. Mr. Baker explained that there were some irregularities in the resturant ordinance paS/sed January lOth and numbered 8783 and he asked t~la t a new ordinance which h~d been prepared be passed at this time. At this time the new resturant ordinance had its first reading in detail and was passed to its second and tilird readings by unaminous consent of the Council by title under suspension of the rules and was placed f?r final ~assage. On roll call all Councilmen present voting aye, absent none, and the ordlnance was declared passed and ordered number~~.
