Mr. Parker ~ ?' <br />ri explained that they were trying to get brass couplings and that this has caused ; <br />8 I: a delay but that they would be able to make delivery at an early date. . <br />Ii <br />I <br />t; Mr. Farrington reporting for the Health Corumi ttee stated that he and <br />[j Mr. Stewart had a meeting with Dr. C. Lindgren, County Health Doctor and W. J. <br />!i Cloyes, County Sanitarian and that they had no legal authority to ac't as City <br />9 II Health Doctor and City Sanitarian and that it was the committees recommendation <br />II.! tha t the Council _ should appoint Dr. Lindgren as City Health Doctor and' Mr. Cloyes <br />i as City Sanitarian. A motion to this affect was made by Councilman Farrington <br />Ii and seconded by Hawn and carried. <br />1.1 - , <br />i:! Councilman Farrington reporting regarding the resigna tion of the City <br />Ii Board of Health stated that he had been unable to do anything regarding this <br />1: situation. That he had again today -contacted li1r. Hesse and he stated that the <br />10 I B'oard had not changed their decision and that the resignation still stood. Mr. <br /> <br />II , <br />: Hawn in~uired if the fact that the City had removed Dr. Helterline from the <br />I Court House back to the City Hall had anything to do with this resignation of <br />'Ii the Board of Health. Mayor La.rge stated that he didnot beleivethat this had <br />,I much bearing but that the trouble with the Board of 1tealth would have to go <br />!: thru in order to be reelected probably had more than' anything else to do with <br />I; the resignations. No action was taken b~ the Council. <br /> <br />Ii Councilman Farrington stated that he had a complaint from Con Dillon <br />II who resides at 1359 Mill'. That 4 trailers were located on the lot back of <br />f! Mr. Dillon's residence. They had reported the matter to the Police Department <br />ll!l had nothing had come of it. Councilman Hawn stated that this matter had come <br />; to his attention and he had talked' .to the owner who was renting the spaces for <br />I the trailer houses. He stated that she had been in his office this afternoon <br />'l and that he had told her that the matter would have to be taken up with the <br />'1 Council and that she was asking that she be allowed to continue the renting <br />I if for these trailer houses as at the present time. There was some discussion <br />.: by the Council regarding the condition of this place and whether the trailer <br />!' house ordinance should be enforced. It was the opinion of the Council that <br />I:' the trailer house ordinance should be strictly enforced and Councilman Hawn <br />l; stated that he would notify the owner of the property that she would have to <br />'I make sewer comnections for the trailer houses. The Building Inspector was <br />II instructed to make inspections and see that all trailer houses were complying <br />Iii strictly with the trailer house ordinance. <br /> <br />Ii Cquncilman Farrington stated he and Mr. Cloyes had visited the Central <br />i.1 rooms about a week ago to make an inspection and found the rooms ih very' bad <br />1:, sanitary condition. This matter had been referred to the Police Department <br />12 ii e;.nd on July 7th, Attorney Calkins had addressed a letter to Mr. J. G. Harem, <br />I; owner and operator of Central rooms at 862 Pearl notifying him to 'be present <br />Ii at the Council meeting and show cause wh~ the permit for ~erating the Central <br />II Rooms should not be cancelled. This letter had been delivered' to Mr. Harem <br />'.1 by the Police. A copy of the letter was read to the Council by ,the Recorder <br />!'I' at this time. Mr. Harem was present and stated that he was doing the best he <br />I could to keep the places as clean as possible. He stated that it was very hard <br />I: to get plumbers at this time and that there were times when there was plumbing <br />I, work needed to be done when he could not get plumbers. He stated it was com- <br />ii plained that the bedding and mattleesses were unsanitary but that he had been <br />i buying new mattresses on the average of one every 30 days since he had been <br />11 in business and that he thought about 95% of the charges against the place were <br />I! eronius. Mr. Harem presented 14 letters from different tenants in support of <br />II the contention that the place is not in as unsanitray condition as reported. <br />!I Councilman Farrington said that when he and N~. Cloyes inspected the place they <br />~ could find only 1 toilet on each floor and only one both on both floors. It <br />Ii was stated that Mr. Harem had lef~' two child~en in charge of the'~lace when he <br />i was out of town. Mr. Harem expla1ned that he had left the place 1n charge of <br />Ii a Marine and that the Marine had been called for an examination. Councilman <br />Ii Stewart stated that he was out of town when Mr. Farrington made this inspection <br />Ii but that Mr. Cloyes reported to him conditions as Mr. Farrington had just out- <br />n lines. A motion was made by Farrington and seconded by Hawn that the place be <br />I II closed one floor at a time tuntil necessary repairs were made and that the re- <br />i!: sponsibility should be on the inanager to see that the place was put in proper <br />- Ill.. condition. Councilman Crumbaker stated he thought the requested work should <br />I' he written out in detail so that Mr. Harem would know just what to do. The <br />I; question was called for and on vote was carried. <br /> <br />I' <br />J . There was quite a delegation present at the meeting and Mayor Large stated <br />! he was sure part of them were present in regard to Rent Control and that this <br />I matter would be taken up at this time.
