Commi ttee was adopted.. <br /> <br />street, Fire and Water, Health, Parks and Sewer Committee - no 'reports <br /> <br />Councilman Hawn reporting for the Police Department 'regarding <br />the matter of trailer houses on the properDY owned by Mrs. Elsie DeCoursey, <br />451 east 14th, stated that he had talked with this woman and that there was <br />13 only one trailer house now on this property. This one trailer house had the <br />rent paid to August 1st ,and Mr. Hawn stated that he had told Mrs.deCoursey <br />that he would tame the matter up with the Council and see if; they would allow <br />this one trailer house to remain until August 1st. A motion was made by Farr- <br />ington and seconded by Barette that this permission be granted. On vote this <br />motion was carried. . <br /> <br />Councilman Hawn stated that the Police Committee had a meeting regarding <br />the licensing of bicycles and it was the committees recommendation that the <br />14 licensing of bicycles should be resumed. That the licensing should be enforced <br />as of September 1st which is the beginning of the new school year. Councilman <br />Farrington stated that one of the main reasons for passing the bicycie licen- <br />sing ordinancewas. to control the lighting o~ the bicyoles, but that he was not <br />sure whether the lights could be secured now. After some discussion a motion <br />W&S made, seconded and carried that the Recorder be instructed to secure <br />license plates if possible and if the plates could be secured the licensing <br />to be started as of September 1st. These licenses to serve for the fiscal <br />year ending June 30, 1945. . <br /> <br />At this time Councilman Crumbaker enteredthe Council Chambers., <br /> <br />Councilman Hawn reported th~t they had a meeting with the Humane Society <br />and that the Humane Society would undertake the work on the dog control for I <br />the fiscal year 1944-45 but that they would need the'$3,000.00 in the budget <br />15 and the $1,000.00 that had been suggested during the year 1943-44 and the <br />revenue of the dog licensing for the year 1944-45. This would make a total <br />sum of $4890.00. It was explaihed that there was only $3,000.00 available <br />for this work. The $1,000.00 referred to had not been carried over into the <br />1944-45 budget and that the ,$800.00 revenue from the dog licensing had been <br />set up in the budget as a revenue to off-set taxes. There was some discussion <br />regarding the matter but no action was taken. <br /> <br />Councilman Hawn stated that he and Chief Bergman had talked with the <br />Police Matron and she felt that it, was necessary for her to have the use of <br />her car. Councilman Hawn.explained that she was on call 24 hours a day and <br />if she had a call at night it would be'necessary for the Police to make a <br />16 trip to get her and take her to the place of the call and it was the recomm- <br />endation of the Police Committee that the mtter'be left as is for the rest <br />J of the year 1944 and that the Manager the first of next year should make <br />: wahtever arrangements he.thouglit necessary. A motion was made by Stewart.and <br />: seconded by Koppe that the recommendation of the Police Committee 'be adopted. <br />On vote all Councilmen present voting AYE, except Farrington, voting No. The <br />motion was carried. ' <br /> <br />Councilman Hawn inquired of the Recorder at thisttime if a report had . <br />been made regarding the trailer houses which 'was ordered at ,the last Counoil <br />meeting and the Recorder stated that .no re,port had been made. ' <br /> <br />Mayor Large stated he had a request for the re-establishing of a 'quiet <br />; zone at the Sacred Heart, Hospital., Councilman Hawn stated 'that at one time <br />17! there had? been signs on tee Hilyard street side and", on the 12th street side <br />of the Hospital and that he thought appropriate signs should be replaced for <br />this hospital and also at the Eugene Hospital. A motion WfrS made by Hawn <br />: and seconded by Barette and carried that appropriate s~gns be placed for both <br />,\ of the hospitals in an effort to provide a more quiet zone. <br />I <br /> <br />I Councilman Farrington stated that he had asked to report in ,the absence I <br />. of Mr. Davis regarding the stTeet sweeper for the street department. He <br />I stated it was the recommendation of the Street committee tha't the bid of the <br />18 i Columbia Equipment Company for an Austin Steeet Sweeper fnrthe sum of $492~OOOO <br />i plus $100.00 for a broom filling machine should be accepted.
