To the members of the Common Council of the City of Eugene. <br /> Notice is Hereby Given on this 17th day of August 1944. The Mayor of Eugene <br /> hereby calls a special meeting to be held at 5:00 P.M. in the Council Cham- <br /> bers of the City of Eugene for the following purpose: <br /> To consider application of Oregon Electric Railway Company <br /> for alterations on thier building on East 5th street, and <br /> other matters requiriilg€action by the Council. <br /> /s/ Elisha Large <br /> Mayor <br /> - - - - - - ,(- - - <br /> Council Chambers, Eugene, <br /> August 17, 1944 Oregon <br /> The minutes of the special meeting of the Common Council held <br /> pursu~nt to notice on the 17th day of August at 5:00 p.m. The meeting was <br /> called to order by Mayor Large. Councilmen present Farrington, Koppe, <br /> Barette, Stewart, Hawn and Bailey. Councilmen absent Davis and Crumbaker. <br /> Plans of the proposed changes to the old Oregon Electric Co., building <br /> on the north side of 5th street and new ~onstruction thereto as explained by <br /> Engineer Clubb showed that the building was to extend to within four feet <br /> along the Pearl Street side and a loading platform four feet wide along the <br /> Pearl Street side from the building to the east\property line. This would <br /> 1 necessitate trucks standing on the sidewalk and out into the street for <br /> loading and unloading purposes. After discussion as to the merits of the I <br /> proposed plans a motion was made by Farrington and seconded by Stewart that <br /> , permission for this arrangement be not allowed. On roll call Councilmen <br /> I voting ATE were Farrington, Koppe, Barette and Stewart; Councilmen voting NO <br /> I were Hawn and Bailey, Councilmen absent Davis and Crumbaker and the motion <br /> I <br /> , was declared carried. <br /> Mayor Large stated that since granting a lease to F. H. Stickley for <br /> , the cantonment site at the Airport by the Council on August 14th for $300.00 <br /> I he had received a verbal offer of $4.00 per acre or a total of $960.00. A <br /> I motion was made by Hawn and seconded by Farrington that the Council revoke <br /> I <br /> ! the action of the Council on August 14th in granting a lease to F. H. Stickley <br /> , and tender a lease to the new part~. There was some discussion about the kind <br /> 2 I <br /> of a lease the party offering the ~4.00 per acre would want to sign on account <br /> of wanting to put in a crop. Councilman Bailey suggested that the lease shoul~ <br /> i contain a recapture ~frause in case the City might decide to dispose of the <br /> i property or put it to some other use. The motion by Hawn and Farrington was <br /> I withdrawn and a motion made by Bailey and seconded by Hawn that the Action <br /> I of the Council at its meeting on August 14th granting a lease to F. H. Stickley <br /> be suspended and that the Mayor negotiate a lease with the party offering a <br /> lease with the party offering a -rental of $4.00 per acre, containing a re- <br /> capture clause, this lease to be presented to the Council at its next meeting <br /> for consideration.
