Councilman Farrington stated that the Recorder had referred"to the <br /> Finance Committee the question of re-employment in the Fire Department of <br /> C. C. Ball - that Mr. Ball had been given a leave of absence"on February <br /> 22, 1943 to join the Civil Air Ratrol. That re was back in Eugene at the I <br /> present time on a leave of absence and that he had stated his discharge <br /> I papers would be received at an early date. councilman Farrington stated <br /> 16 th~t it was the recommendation of the Finance Committee that C. C. Ball be <br /> , <br /> I re-employed'as a member of the Fire Department at the same standing as other <br /> I <br /> workers when given leave of assence and his name be placed on the pay~roll <br /> i at a salary of $195.00 a month which was in keeping with the salary increases <br /> I <br /> that had been given other employees in the same bracket at the time of his <br /> leave of absence. There was some discussion of the matter and Councilman <br /> Davis stated that in the absence of the recommendation from the Fire Chief <br /> he thought that the matter should be post-poned. Councilman Hawn explained <br /> to Mr. Davis that the employees in the Fire Bepartment were under Civil <br /> Service and that the Fire Chief had no authority to recommend a leave of <br /> absence or to say when an employee should come back but that it was up to <br /> : the Council. That the Council had given the leave of absence with the under- <br /> i standing that Mr. C. C. Ball could return to the department. A motion was <br /> I <br /> I made by Councilman Farrington and seconded by Crumbaker that as soon as <br /> ; Mr. C. C. Ball received his discharge papers that he be reinstated in the <br /> I <br /> i Fire Department at a salary of $195.00 per month. On vote this motion"was <br /> I <br /> I carried. . " <br /> At this time Councilman Barette presented a proposed amendment to <br /> the Rent Control Ordinance No. 8800. This amendment had been prepared by <br /> I Colonel Tierney. Col. Tierney was present and addressed the Council and <br /> ! stated in his remarks-that this proposed amendment had not been passed on <br /> , by the Rent Control Committee. Councilman Barette explained that 2 of the <br /> : members of the committee had been out of town; for that reason no meeting <br /> 17 of the committee had been held. The proposed amendment stated that .this <br /> I was a critical area and there was considerable discussion by the Council as <br /> i <br /> ! to whether this should be included in the Ordinance. It was suggested that <br /> I <br /> : the matter might be referred to the Juciciary Committee and the City Attorney <br /> I and Colonel Tierney stated that if it was referred to the Committee he wanted <br /> I <br /> ! the committe to see him at the office and get 1st had information of conditions <br /> as they existed. Colonel Tierney had addressed a letter to the Federal Rent <br /> ! Control Division in the Bedell Building Portland. The carbon copy of the -I <br /> reply to the letter under date of September 15th had been sent "the City <br /> Attorney and he quoted from the letter and explained the situation to the <br /> Council. Councilman Hawn let the discussion in favor of the proposed amend- <br /> ment by Colonel Tierney and was supported in the-Amendment by Counc11men <br /> I Bailey, Koppe and Barette. A motion was made by Koppe and seconded by Hawn <br /> I that the amendment be included in the ordinance, as follows:- " <br /> I " <br /> i <br /> I <br /> I <br /> ~ ,: <br />
