I that he had a request for a street light at 13th and Jackson and for one at <br /> 7th and Taylor and said it was his fecommendation after looking at both of I <br /> ~11 these places that the lights should be installed. A motion was made by <br /> ~- ...\".;O Councilman Stewart and seconded by Councilman Davis and carried that street <br /> i .lights at these two intersections be installed. <br /> tYi . <br /> ~l Councilman Stewart also referred to the matter of the overflow of the <br /> crl gutter at Dr. Richmonds property at 258 East Broadway. The matter had been <br /> . I before the Council a numper of t~es before and. again at the meeting on , <br /> I <br /> 12 f November 13th at which the Recorder was instructed ~o write a letter to Dr. <br /> Richmond concerning this. Councilman Stewart stated that the sidewalk in <br /> front of Dr. Richmonds prIDperty and also the alley just west of the building <br /> was also in bad shape. That there was a pool of water nearly 3 feet square <br /> that was ankle deept when it was raining. Councilman Stewart stated that he <br /> I talked with Engineer Clubb regarding the sidewalk and that he had promised the <br /> , matter would be taken care of. After some discussion regarding the overflow <br /> i a motion was made by Bailey and seconded by Stewart that previous requests had <br /> brought no results and that the Council felt further delay was unnecessary; <br /> that the Recorder be instructed to write to Dr. Richmond that if the matter <br /> was not corrected at once the Coupcil would declare this a nuisapceand take <br /> lega~ steps to correct the matter. On vote the motion was carried. , <br /> ! Councilman Bailey reporting for the Health Deoartment stated that the <br /> I matter of a survey of the Eugene Milk shed had been recommended to him and <br /> , that he had been advised that the Oregon Sta~e Board of Health would make the <br /> 13 ! s~rvey with no cost to the City, that the request for this survey had been <br /> , made by Dr. Lindgre~ of the County Health Dept. <br /> Councilman Bailey also reported that the dangerous intersection at <br /> Villard, 13th and Franklin Blvd, had been called to his attention. He stated <br /> there had been 3 accidents at this i~ter6ection inoone week of which one. was <br /> ra ther serious.- He stated there was a bus-stop at this ~ntersection and it <br /> , had been suggested to him that a traffic lane sho~ld be painted across Frank- <br /> I <br /> 14 : lin Boulevard for the safety of persons living on the north side of the Blvd. <br /> After some discussion. the matter was referred to the Street and Police Depts. I <br /> to see what could be worked out~ <br /> Parks Department - no report , <br /> Sewer Department - no report <br /> Police Department- no report <br /> Councilman Hawn at this time brought up the. matter of signing of <br /> complaints regarding the enforcement of ordinance in the Health Department. <br /> He stated that Dr. Helterline had refused to sign complain~s and he wanted to <br /> have the matter cleared up by the Council. Attorney Calkins explained to the <br /> 15 Council that it was zustomary for the heads of the Depts to sign complaints <br /> when it was necessary to take this action. A motion was made Qy Farr~ngton <br /> and ,seconded by Bailey that Dr. Helterline be instructed to sign c~mplaints <br /> necessary for the enforcement of ordinances in his Departments and th~t the <br /> Recorder should address a letter to Dr. Helterline to this,affect. On vote <br /> the motion was carried. <br /> At this time Councilman Farrington ~tated that he wished ,to recommend <br /> to the Council the name of DM.~eane Seeger as manager of the City.of Eugene <br /> at ~n annual salary of $6500.00 payable monthly, the salary to commence at <br /> 16 the time that Mr. Seeger stabted his services. This was made in the form of <br /> a motion by Councilman Farrington and seconded by Councilman Hawn and on vote <br /> was unanimously carr~ed. A letter from Mr. Seeger addressed to Councilman <br /> Farrington, as Chairman of the Finance Committee dated December 26th was read <br /> i to the Council by the Recorder at this time. The letter s~ated that Mr. <br /> I Seeger had been granted a release from the Boeing Aircraft Company to be <br /> effective February 1, 1945. Mr. Seeger stated that he was anxious to have a <br /> i meeting with the Mayor and Council in the near future, possibly the second weeK <br /> in January. The Recorder was instructed to notify Mr. Seeger that.they would <br /> be glad to m~et with him at his convenience early in January and the letter <br /> was ordered placed on file. <br /> t <br /> I Mayor Large stated at this time that as long as they were on the subject <br /> of approintments ~hat it was necessary to appoint a temporary treasurer for the I <br /> 17i City of Eugene on account of the Council having accepted the resignation of <br /> A. E. Hulegaard as of D~cember 31s~. That it would be necessary to have some <br /> one with a bond take over the treasurers office temporarily until the new <br /> , manager should arrive and make the pe~manent appointment. Mayor Large stated <br /> I that he was appointing John Fields for this temporary Treasurers job. A.motion <br /> wasmade by Farrington and seconded by Bailey and carried that the appointment <br /> be comfirmed~ <br /> 18 : The report of the Eugene Water Board for Sewage charges 'for the month <br /> i of November, 1944 was ordered placed on file. <br /> \ \ <br /> I . <br /> ~ <br />
