Cauncilman Farringtan seated Mr. <br />Allen and wished him success in his new under-taking. Ed Jo.hnsan being aut af <br />tawn, it was impassible far Mr. Barette to. perfarm this service. Cauncilman <br />Stewart excoted the new Cauncil member, Dr. Hurley to. his east and made quite a <br />presentatian, extending to. him "His Last Willand Testament". Mayar Large then <br />vacated his seat and turned the Gavel over to. Cauncilman Hawn <br />explained that Lauis Kappe was the aldest member af the Cauncil and naminated him <br />far President af the Cauncil. The annual repart far the <br />City Health Department as furnished by Helterline was read. Cauncilman Bailey <br />maved that the repart af Dr. Helterline as to. ,the recammendatians shauld be re- <br />ferred to. the Health Cammittee far cansideratian. This matian was secanded by <br />Hawn and an vote was carried. <br /> <br />I: <br />!,: <br />." <br />i: <br />l," <br />I. <br />:Ij <br />f <br />;'1 <br /> <br />A letter fram Dr. Richmand stating that the gutter and dawn-spaut at 258 <br />East Braadway had been taken care af, was read at this time. <br /> <br />A letter fram the Secretary af State regarding the number af busses .lic- <br />ensed in Eugene by the Oregan Mator Stages was read. This letter stated that <br />there were 170 buses licenses issued to. the Oregan Matar Stages but there were <br />no. segregatians far Eugene. <br /> <br />The Recarder also. read a letter fram Rabert S. Farrell, Secretary af <br />State, dated January 2nd stating that the necessary papers shawing the annex- <br />atian af the Westmareland district and the Old City Airpart to. the City af <br />Eugene had been received by his affice. <br /> <br />The request af the Acme Auto Wreckers, at 1873 Franklin that the 'Mayar be <br />instructed to. endarse their applicatian far a 1945 Auto. Wreckers License was <br />presented at this time. Cheif af Palice Bergman stated he had made an invest- <br />igatian and that some impravements were to. be made to. this place by Mr. Olsan <br />and it was ~ecammended that this license be granted. A matian was made by Hawn <br />and secanded by Bailey that the Mayar be autharized to. endarse this applicatian <br />with the understanding that the impravements were to. be made. <br /> <br />The request af the University af Oregan that Gearge Tharpe be deputized <br />to. serve as Palice Officer in cannectian with the McArthur Caurt and the Athletic <br />field was granted with the understanding that the permit af Mr. Steddam be,cancelltd. <br /> <br />A request fram CA,.Marie, CD & Doris MaCkey far a Retail ClassB license <br />far the year 1945 at 730 Willamette was presented at this time. A petitian pra- <br />testing the granting af the license signed by 34 business peaple an Willamette <br />Street was also read. Cauncilman Hawn explained that the license carried by Mr. <br />Mackey far Frank's Place at 47 west 8th wauld be vaid as af January 31st an <br />accaunt of the Red Crass was taking aver this raam. Cauncilman Hawn also. stated <br />that Mr~ MaCkey had tald him that the place at 724 Willamette accupied by the <br />Casma Cigar Store wauld be vacated as of July 31st and that Mr. Mackey prapased <br />to. remadel and take aver both af these raams and that Arthur Hendershat, James <br />Radman and Carroll Grashang had asked that their names be with-drawn fram the <br />petitian pratesting the granting of the license at 730 Willamette. There was can- <br />siderable discussian by the Cauncil regarding the license and a matian was finally I <br />made by Hawn and secanded by Kappe that the Cauncil recammend the granting af the I <br />license at 730 Willamette to. begin as of February 1st.
