' I " During the past two weeks Mr. Carl Green of Cunningham and Associates I 11 has started actual work on the Master Sewer Survey in the ~ity and is at the '.1 present time securing certain engineering da ta within the City- and adjacent areas I' H to be used in setting up. the Master plan of sewage collection and disposal. I:; ,: After several weeks of negotiation with the contractors relative to the :j I improvement of ~efferson Street from 19th to 24th a compromise agreement has been i~ " reached Whereby the_ work will be done at a cost of $10,243.75, a reduction of I approximately $2,000 under the orig~il.a1 bid which wa.s referred to this office at " :, It the last meeting of the Common Council. This work is now in progress. I' ii In the matter of public housing in Eugene, this office has been advised by the :; -NHA that the 13th Street hOUSing R,roject will be brought to compilietion and oper- ;1 ated by the Federal Government. i'he question of the NYA buildings at the Butte. 'i is still undecided. Every effort. is being made by this office to secure the com- I!; pletion of these projects and I will personally contact officials of the F/F.R.A. U in Seattle this week in connection with this matter. p I', During the past month steps were taken toward the formation of a vol- :.; unteer unit for the Eugene Fire Department. Fourteen volunteer firement will I :, start regular training on September 17. Wi tJ.;1 drill- and instruction scheduled for II the first and third Mondays of each month this group will be trained to work ,with Ii the regular members 01' the Department in case of serious fires and to act as a :; stsml.-by unit at the Fire Headquarters on occasions when a series of small fires :; require the services of all the paid personnel. In addition to this called group ;1 it is planned to secure the services of half a dozen or more so-called "Sleepers" ;1 for night duty at the cen tral sta tion. A blanmet insurance pOlicy providing ade- I; quate protection to the volunteers and containing both death and disability pro- ;; visions has been secured and is now in effect. It is belivved that the addition of ii this group of trained men will greatly add to the efficiency of our fire fighting [:forces. . ;~ I '~ In the matt e1' of handling local improvement .assessments which are now - 1.1 ~i being processed for two local sewer improvements, ,a S3~stem of follow-up letter's will be initiated as a means of maintaining a close check on unpaid liens, against effected properties. I ..: To further protect the City'S interests in the matter of local improve- I !, ;iments, a revised, p~an for handling future' improvements of this nature is now being !: formulated. ,Improvement petitions reaching the Council will carry a complete ~e- ;;port as to assessed valuation of effected properties, the percentage of property :"owners seeking the improvement, and provisions for cash deposits to cover the cost i:;as an alternative to regular bonded assessments in, cases where the assessed valu- Ilation does not- justify the cost of improvement. It is beli~ved that only by sudh ~steps will it. be possible for the City to avoid a repetition of its past experience I I :.wi th unpaid itens eventually necessi tating wholesale fo!'eclosure of private prop- ! ~erty by the municipality. i I -.
