<br />A report of the City Manager relative to the bus strike and the question
<br />of bus fare -increas,e_ was submitted and read a s follows:

<br />"According to r.eports received Saturday from Portland, it is ind'icated
<br />that the strike which has tied up bus seTvicein the cities o,fEugene and Salem
<br />maybe settled th.is week pr.ovided- that the International offices of the Motor
<br />Coach employees Union agree to a separate settlement of the strike issues in the
<br />two cities and the strike. of drivers of the Oregon Motor Stages, In~er-City lines.

<br />However, the settlement of the City linets dispute at Salem and Eugene
<br />will automatically hinge on a req~st for fare increase from 7~ tG 8~ or 4 tokens
<br />for 30~. According to the Office, of the State Public Utilities Commissioner, such
<br />a fare increase rests entirely with the c.ity Council of Eugene and Salem, with the
<br />State office hav-ing no jurisdiction as had prev:iously been be-lieved to be the case.
<br />
<br />I believe it timely that the Council, if possible, indicate its position
<br />in the matter of the proposed fare increase in event that the ~trike settlement
<br />occur within the next few days. While it would be necessary to call a special
<br />meeting of the Council to. f.ormally act on the fare increase, your expression of
<br />opinion at this t,ime, if favorable might allow an earlier resumption of bus ser-'
<br />v ice than would other.wise be, po.ssi,ble.

<br />agreeing to consider a formal request for l~ fare increase by amendment of present
<br />fran,chis,e ordinan.ce.

<br />I or novelty stands on the streets, was su-bmi tted and read.

<br />I "In the matter of esta blishment of popcorn or novelty food wagons on
<br />10 I the streets of the City of Eugene, the exemine tion of ord.inances reveals that we
<br />I have no specific legislation, prohibiting these ins talla.t ions,. Ordinance' No. 4464
<br />I which was referred to in our previous discussion of this matter covers the house-
<br />1 to-house peddler or salesman, but makes no reference to any permanent or semi-
<br />I permanent ins_talla tions on ,th.e City stree,ts.

<br />I find, however, tha tit has been. a long establi,shed policy not to allow
<br />su,ch ins.talla tions. While an ordinance could be drawn specifically prohibi ting
<br />popcorn wagons and ,similar.. installations on the City streets,- it would be im-
<br />practical for an operator to attempt such operation unless the same were approved
<br />and licensed by the City. During the past year, I have been contacted by several
<br />different local merchants protesting that our license fees for the itinerant ped-
<br />dler or salesman are not adequate.

<br />. 'If the, Council sees fit to enact further legislation governing the
<br />operat1.on of the a.bove mentioned wagons or installations I would suggest that
<br />the proper committee or council consider such provisions'in connection with a
<br />re-vamping and re-writing of Ordinance No. 4464."

<br />It was moved by Crumbaker, seconded by Hawn that the report be received and that
<br />the matter be referred to the Judiciary Committee for investigation and report.

<br />Street from Broadway to a point 239 feet North of 11th Avenue West ,and West Broadway
<br />(from ~lmaden Street to Chambers Street. No action has yet been taken by the City
