Calkins, retiring City Attorney and <br />that the office of the City Manager be instructed to convey the sentiments of the <br />Council to Mr. Calkins <br /> <br />10 A report and recommendations from the Office of the City Manager were <br />. submitted and read as follows: <br />I <br /> <br />"The following report on various phases of the city's business, together <br />with several recommendations in connection therewith, are submitted for your con- <br />sideration. <br /> <br />Final plans and specifications for the first unit of the projected <br />Amazon interceptor sewer line are complete and authorization of the Council is <br />hereby requested to advertise a bid call for the work starting July 12, with <br />bids to be publicly opened by the Sewers Co~~ittee Monday afternoon, July 29 at <br />2 p.m. and thereafter reported to the Council for action at an adjourned meeting <br />I of the Common Council the evening of Monday, July 29th. Bids will be asked for <br />the installa tion of a 42" and 32" line on Tyler Street from Sixth Avenue West, <br />South to 15th Avenue East, thence Easterly to Jefferson Street, together with <br />other work necessary in connection therewith. <br /> <br />As the initial units in our program of general street repair, as pro- <br />I vided for in the 1946-1947 fiscal year budget, the authorization of the Council <br />I is asked to call for bids for the asphalt resurfacing of the following streets: <br /> <br />,I 13th Avenue, Willamette St. to S. P. Railroad <br />16th Avenue between Olive and Pearl Streets <br />Olive Street, 5th Avenue to 11th Avenue <br />High Street, 9th to lOth <br />! Blair Boulevard, 1st Avenue to 8th Avenue I <br />. Eighth Avenue, Olive Street to Blair Blvd. <br />j General PatChing, Various downtown business streets. <br />1 - <br />i (The above work is estimated to require approximately 1,900 tons <br />I of asphalt.) <br /> <br />It is recommended that bids be called for public opening by the Streets <br />Committee at 2 p.m., July 26 for report to the Common Council at the adjourned <br />meeting of July 29th. <br /> <br />Authorization is likewise requested from the Common qouncil for ,a bid <br />call on grading, filling and other necessary grounds work in the playground area <br />bou~ded by Washington, Lawrence, 19th and 21st Avenues West. The necessary <br />appropriation for this work has been provided in the budget and is necessary for <br />full developmen t of the grounds for next summer. It is rec ommended that b ids be <br />called for public opening in the Engineer's Office July 25 for report to the <br />Common Council July 29. <br /> <br />Acting on the suggestion of several local contractors this office called <br />for bids July 5 on the Eugene Memorial Swimming Pool. For the second time no bids <br />were received, interested parties informing us that uncertainties on prices and <br />; deliveries of short items and question of C.P.A. approval made it impossible to <br />; submit a reasonable bid figure. One contractor informed us that he had developed <br />'I a bid figure of $137,000, which he declined to submit for obvious reasons. <br />I <br />I <br />I As the council is aware we have reopened the Anchorage Pool, having <br />'I effected several improvements including a new filter, to safeguard the purity of <br />I the water, and our recreationg department is endeavoring to make swimming available <br />l to the youngsters of Eugene as a part of the summer program that has already served <br />: children this season, providing baseball, softball, handicraft, tennis, badminton <br />! and other activities as well as swimming. <br /> <br />In connection with the swimming pool and sewage treatment plant projects <br />we have been observing with interest the experience of other municipalities on I' <br />bid calls for similar construction. Low bids have exceeded estimates by 80% to <br />200%, leading to the conclusion that the pUbliC'S financial interests may best be <br />served by delaying this type of copstruction in favor of street, sewer and grounds . <br />improvement for the present at least. . <br />i <br />i It has been called to my attention that prior to the war the Common <br />, Council had interested itself in a serious sewage and surface drainage problem <br />i existing on West 24th. The engineer's office reported on the need of a storm <br />I / <br />sewer but no action was taken because of lack of funds. It is recommended that <br />this matter be referred to the Sewers Corr~ittee. <br /> <br /> <br /> <br />~ <br />
