The Meeting was called to order by his Honor, Mayor Earl McNutt. <br />",w'1 <br />;';..~ Councilmen present at rollcall were: Koppe, Hawn, Crwnbaker, Bailey, Johnson and <br /> (\.? Allen.> Davis absent. <br /> Upon motion the minutes of the last regular meeting, held October 14, <br /> I 1946 were considered read and ap,proved. <br /> I REPORTS OF COr~TTEES <br /> A report of the Street Committee re: Improvement of Elk Drive, was <br /> submitted and read as follows: <br /> I "Your. Committee on Streets to whom was referred petitions for improve- <br /> 11 <br /> ment of Elk Avenue and condemnation of private drive a distance of 153 feet from <br /> I Elk Avenue begs to report as follows: <br /> I <br /> ! That your committee has investigated the petitions and finds <br /> I tha t the <br /> proposed condemnation of right-of-way is s.ought as a means of ingress and egress <br /> for private property and does not involve the connection. of regularly designated <br /> city streets. This property is now being served by the private drive on the <br /> , property owned by A.F. Whiting who declares his intention to keep the driveway <br /> t <br /> I open for access purposes. The committee feels that this matter rests between the <br /> l affected property owners and that it is not the responsibility of the city to <br /> I purchase the right-of-way by condemnation or otherwise. <br /> I <br /> ! In connection with the improvement of Elk Drive, the petition bears the <br /> signature of only one owner whose property abuts upon Elk Avenue to be assessed <br /> for such improvement. This improvement would be costly owing to the terrain and <br /> I would not serve other abutting properties which would be charged with the cost of <br /> improvement. We recommend that the interested property owners seek to raise suf- <br /> ficient money for the improvement of the present road to an extent that it would <br /> adequa tely serve the affected property owners." I <br /> It was moved by.Johnson, seconded by Bailey that the report of the Committee be <br /> adopted. Motion carried. <br /> The Sewers Committee submitted the following report: <br /> ; "Your Committee on Sewers to whom was referred various matters begs to <br /> 21 report as follows: <br /> I <br /> ! With reference to Council Bill No. 146 which would permit the operation <br /> of sewer cleaning devices within the City of Eugene, your committee has further <br /> studied this matter and recommends the passage of the proposed ordinance. The <br /> , Committee acknowledges a communication from the Journeymen Plwnbers and Steam <br /> I Fitters, Local #481, protesting the granting of such permission but feels that <br /> this communication of protest presents no evidence indicating that the use of <br /> such equipment is detrimental ,to the interest of the City or its householders. <br /> In the matter of various applications for individual sewer connections <br /> outside the City limits, the co~nittee recommends that such applications be granted <br /> or rejected by the City Manager upon the determination of the merits of each <br /> individual case. It is further recommended that such connection agreements provide <br /> I that the city shall retain control of such lines serving the outside connection. <br /> ! <br /> I We further recommend that an annual charge of $9.00 per year be assesse4 <br /> I <br /> I against all outside sewer connections, this rate to apply immediately to all new <br /> , <br />" I connections and to be effective in the case of present users July 1, 1947.
