The meeting was called to order by his Honor, Mayor Earl <br />Councilmen present at rollcall were: Hawn, Davis, Crumbaker, Bailey, <br />Allen, Pennington and Wells. <br /> <br />I <br /> <br />~)1 <br />-J <br /> <br />:::-";,, Upon motion the minutes of the last regular meeting held January 13, <br />1947 were considered read and approved. <br /> <br />REPORTS OF CO~lMITTEES <br /> <br />1 <br /> <br />A report of the Health Committee re: Ordinances governing collection <br />and disposal of garbage, was submitted and read. <br /> <br />"Your Committee on Health to whom was referred various matters begs to <br />report as follows: <br /> <br />That following a series of meetings and hearings with interested parties <br />with reference to proposed ordinances governing the collection and disposal of <br />garbage, (Council Bills No. 160 and 161), we recommend the following: <br /> <br />1. That Council Bill No. 160, being the general garbage collection <br />ordinance, be amended in various particulars and that Council Bill No. 160 as <br />amended be given approval for final passage by the Council. <br /> <br />2. We recommend that Council Bill No. 161 be amended to provide a <br />base rate of $.75 per month for once a week residence service and that a $.15 <br />per month sur-charge be granted licensed haulers for the period February 1, 1947 <br />to February 1, 1948. We further recommend that the Council Bill provide that all <br />licensed haulers be required to file financial statements with the City at the <br />beginning of each calendar year at which time the base rate and/or sur charge will <br />be subject to review. It is further recommended that commercial rates for garbage <br />collection shall be negotiated between the customer and the garbage hauler on a <br />fair and equitable basis with such rates subject to review and arbitration, all <br />as provided in Council Bill No. 160. <br /> <br />In the matter of enforcement of the City's Rat Control Ordinance, your <br />committee requests further time in which to make personal inspection of several <br />premises where such rat proofing has been ordered and/or installed. Your com- <br />mittee .begs to report that it has met with representatives of the Lane County <br />Health Department with reference to this matter and upon the basis of its pre- <br />liminary investigation finds no justification for recommending the change or <br />amendment to the present ordinance." <br /> <br />\ <br /> <br />I <br /> <br />It was moved by Hawn, seconded by Johnson that the report be received and placed <br />on file and that the report be adopted. Motion carried. <br /> <br />2 Monthly estimate and approval for progress payments was submitted by <br />the City Engineer. <br /> <br />First payment - Playgrmund - Nineteenth to Twenty-first Avenues from <br />Lawrence to Washington Streets <br /> <br />$2329.32 <br /> <br />It was moved by Davis, seconded by Bailey that the <br />ceived and placed on file and that the proper city <br />payment in accordance with the approved estimate. <br />All Councilmen present voting AYE. <br /> <br />estimate as approved be re- <br />officers be authorized to make <br />Motion carried. Rollcall- <br /> <br />REPORTS OF OFFICERS <br /> <br />3 <br /> <br />A report from the City Manager was submitted and read as follows: <br /> <br />"Plans, specifications and bid sheets have been prepared for various <br />sewer, street and sidewalk improvements which have been previously approved by <br />the Council. <br /> <br />It is requested that the Council authorize bid costs on the following: <br /> <br />I <br /> <br />Elk Avenue and Riverwood district sewers,. <br />Sidewalk improvements on Kincaid, 25th to 26th; North side of 13th Avenue, Monroe <br />to Almaden and West side of Polk from 12th to 13th. <br />Concrete or asphaltic concrete paving on Harris Street from 18th to 28th; Monroe, <br />19th to 22nd; Nixon, 24th to 25th; Tyler, 12th to 13th; alley between High and <br />the Mill Race, from 9th to lOth; and alley between Olive and Charnelton, lOth <br />to 11th (concrete paving)." <br /> <br />It was moved by Crumbaker, seconded by Hawn that the report be received and <br />p~aced on fi~e and that authorization be given. <br /> <br />~ <br />
