The meeting was called to order by his Honor, Mayor Earl McNutt. <br />Councilmen present at rollcall were - Hawn, Davis, Crumbaker, Bailey, Johnson, <br />Pennington and Wells. Allen pre~ent at 8:10 P.M. <br /> <br />Upon motion the minutes of the last regular meeting held June 9, 1947 were <br />.1 considered read and approved. <br /> <br />. ~i Monthly estimates and approval for progress payments were submitted by the <br />City Engineer as follows: <br /> <br />Third and Final payment - Franklin Blvd. Interceptor Sewer $27,903.59 <br /> <br />First Payment - Interceptor Sewer on 15th Avenue between Jefferson <br />and Charnelton 15,585.26 <br /> <br />First and Final payment - sidewalk -Van Buren from 12th to 13th 792.29 <br /> <br />Second and final payment - sidewalk - 13th Avenue from Adams to <br />Almaden 1,382.32 <br /> <br />First and final payment - sidewalk - Kincaid from 25th to 26th 885.25 <br /> <br />First payment - Paving of Monroe Street from 19th to 22nd 2,218.00 <br /> <br />It was moved by Davis, seconded by Crumbaker that the estimates as approved be <br />received and placed on file and that the proper city officers be authorized to <br />make payment in accordance with the approved estimates. Motion carried. Rollcall- <br />All Councilmen present voting AYE. Allen absent. <br /> <br />REPORTS OF CO~wrrTTEES <br /> <br />,I 2 A report of the Finance Committee was submitted and read as follows: <br /> <br />"Your Committee on Finance to whom was referred various matters, begs to <br />report as follows: <br /> <br />That we recommend acceptance of the offer of Harold W. Biggerstaff of $100.00 <br />for Lot 6, Block 28, Chula Vista Park Second Addition. This acceptance to be con- <br />ditioned on the agreement of the purchaser to install approximately 100 feet of <br />30" drain tile across the lot to connect with present city storm line at this <br />location and the purchaser to pay the cost of title insurance. <br /> <br />Your Committee has stUdied the matter of the legality of certain types of <br />merchandise vending boards and license and control of the same and recommends that <br />the City Attorney's office prepare an ordinance to submit to the Common Council <br />setting up a schedule of licenses and regulatory control of these devices." <br />r <br /> <br />It was moved by Davis, seconded by Hawn that the report of the cormnittee be re- <br />ceived and placed on file and that the report be adopted. Motion carried. <br /> <br />3 A report of the Judiciary Committee was submitted and read as follows: <br /> <br />"Your Committee on Judiciary to whom was referred various matters bigs to re- <br />port as follows: <br /> <br />1 \ <br />. With reference to the revision of the City's Peddlers Ordinance, the Committee <br />recommends that this problem be held in the committee and that the City Manager be <br />directed to consult with the Hetail Trades Group for further determination on policy <br />and fees for the itinerant peddler and/or solicitor within the City and that this <br />information be reported back to the Judiciary Committee." <br /> <br />It was moved by Pennington seconded by Bailey that the report of the Committee be <br />received and placed on file and that the recommendation be adopted. Motion carried. <br /> <br />1 4 A report of the Public Works Committee was submitted and read as follows: <br /> <br />"Your Committee on Public Works ( present Harold Wells and Calvin Crumbaker), <br />met with the Central Lane Planning Commission to consider the matter of naming <br />and numbering streets and roads in the Eugene-Springfield metropolitan area. <br /> <br />Postmaster Newman and an assistant in charge of rural deliveries pointed out <br />that serious and unnecessary difficulties in finding addresses in the City of Eugene <br />and outlying territory exist.
