<br />~ <br />17 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />In the matter of Council Bill No. 234 proposing the regulation and licensing <br />I'. of certain punch boards, it is the recommendation of the committee that the council <br />bill be not passed." ......... <br />-.} <br /> <br />It. was moved by Bailey seconded by Johnson that the report of the committee be re- <br />ceived and placed on file and that the recommendations contained therein be approved '.~". <br />Motion carried. . <br /> <br />A report of the Public Safety Committee re: Council Bill No. 233 was sub- <br />3 mitted and read as follows: <br /> <br />I "Your Committee on Public Safety to whom was referred Council Bill No. 233 <br />providing for the regulating and licensing of detectives and detective agencies <br />within the City of Eugene begs to report as follows: <br /> <br />That your Committee has studied the proposed ordinanc.e, the provisions of <br />which are based on an ordinance now in effect in the City of Portland and that we <br />recommend the final, passage and adoption of Council Bill,No. 233 as submitted." <br /> <br />It was moved by Bailey, seconded by Johnson that the report of the Committee be <br />received and placed on file and that the recommendations contained therein be <br />approved. Motion carried. <br /> <br />REPORTS OF OFFICERS <br /> <br />4 A report of the City Manager was submitted and read as follows: <br /> <br />"In conjunction with the location of certain lines for the projected West side <br />sewer installations, it has been found necessary to relocate the pumping station <br />and gravity discharge line to a point on West Broadway between Chambers and Almaden <br />Street. This area is in private ownership and my attention was recently directed <br />to plans for the construction of several new residences on what would be within the <br />boundaries of West Broadway extended westerly from Almaden. <br /> <br />I have conferred with the owners of one tract lying within this area where the <br />I engineers have made a suggested location for the pumping plant and I am in receipt <br />of an offer from the owners, Mr. E. T. Haugsjaa, offering this tract for sale to <br />the City at a price of $3500.00. I feel that it is highly desirable that the City <br />acquire the property at this time for two reasons. First, to provide a satisfactory <br />location for the pumping plant and secondly to prevent construction and improvements <br />on the property which, in the future, would have to be condemned were West Broadway <br />to be opened through to a connection with Chambers Street. It would be my sugges- <br />tion that the matter be referred to the Public Works Committee of the Council with <br />power to act to the end that this purchase be negotiated at the earliest possible <br />time in order that we can complete the engineers layout for the West side sewer <br />system." <br /> <br />It was moved by Crumbaker, seconded by Johnson that the report of the Manager be <br />received, approved and placed on file. Motion,carried. <br /> <br />5 A report of the City Manager was submitted and read as follows: <br /> <br />"Submitted herewith for your information are highlights of recent departmental <br />activities. <br /> <br />The work on the construction of the first unit of the Memorial Swimming Pool is <br />progressing satisfactorily. The excavation for the main tank, the main drainage <br />lines and forms for the floor footings have been completed as of this date and the <br />pouring of concrete for footings, floor and walls is slated to begin shortly, <br />weather permitting. <br /> <br />I Our Police Department report for the month. of July shows an effective enforce- <br />ment program in the field of traffic control as well as other general policing <br />catagories. I feel that commendation is due members of the department who were <br />called upon to perform extra duties and serve over-time shifts in connection with <br />the Pageant activities. <br /> <br />We are advised by the State Highway Depavtment that equipment has been received <br />for the installation, of traffic signals on 6th and 7th Avenues at Blair Blvd. and <br />I we are hopeful that long delayed equipment to complete the light installation at <br />11th and Oak Street will be received within the next week. <br /> <br />In the Fire Department the members of the department have done an excellent <br />job in the building of new department office headquarters on 11th Avenue providing <br />a suitable place for the transaction of business with the public, and making space <br />available for the keeping of department records, etc. The members of.the depart- <br />ment cordially invite your. inspection of these new quarters. The men are also <br />completing a complete overhau~ of one of our ~eserve pumpers, doing considerable <br />body re-building and Over-hauling of motor and,' pumps~ which work has been accom- <br />plished at a comparatively small cost to the City. ~he chassis and body for the <br /> <br /> <br /> <br />._..~ <br />--.. _..__._...._~--- --------_..._~-,,- <br />
