A report of the City Manager was sutrmitted and read as follows: <br /> . <br /> , "At the last meeting of the Common C'ouncil this office was instructed to .'~ <br /> 4 proceed with negotiations to acquire the properties necessary for the opening of .::.:~ <br /> an alley between Van'Buren and Tyler, West Broadway and 8th Avenue West. ..'h <br /> . <br /> Acting upon your instructions I contacted Mr. Reid and Mr. Baker who own 54' <br /> and' 58' respectively along the alley. Mr'. Baker has priced his piece of property <br /> at $300.00 provided that the alley opening is successfully prosecuted. <br /> I - <br /> , Mr. Reid seeks'the sum of $2,000.00 basing his claim on the fact that the <br /> opening of the alley will prohibit him from developing an. additional lot on Tyler <br /> Street where he proposes to construct a residence. <br /> . <br /> At the Council's suggestion I have cvntacted the Eugene Water Board which has <br /> indicated that it would assist in the purchase of the necessary property to acquire <br /> the alley but I have received no commitment as to the extent of such participation. <br /> , Should the Council desire to proceed-, it would appear necessary to authorize <br /> a regular opening procedure involving the viewing and appraisal of the properties <br /> . .:in question. This for your information. II, <br /> It was moved by Pennington, seconded by Crumbaker that the report of the City <br /> Manager be received and placed on file and that the regular opening procedure <br /> be initiated by the Council. <br /> - A report of the City Manager re: hydrant purchase and installation was <br /> 5 submitted and read as follows: <br /> "This office has been advised by the Eugene Water Board of its plans for the <br /> construction ofonew water mains in the Friendly area and it is requested that the <br /> Council give authorization at this time for the expenditure of emergency funds for <br /> the purchase of 12 new hydrants at an estimated cost of approximately $1220.00. <br /> I - Immediate purchase of the hydrants will allow for the installation at the same <br /> time that the water mains are laid, thus avoiding additional cost of hydrant instal- <br /> lation at a later date after the water mains have been completed. Proposed <br /> locations for the hydrants are as follows: <br /> 22nd and Friendly 19th and lvIonroe 18th and Madison <br /> 20th and Friendly 21st and Monroe 21st and Madison <br /> 18th and Friendly 18th and -Monroe 22nd and Madison <br /> 18th and Van Buren 18th and Polk <br /> It Was moved by Crumbaker, seconded by Balley that the report of the Manager be <br /> received and placed on file and that authorization be given for the expenditure of <br /> funds as requested. Rollcall - All Councilmen present voting AYE. <br /> ., <br /> A report of the City Engineer re: Proposed opening of 24th Avenue from Alder <br /> 6 to Harris Streets, was submitted and read as follows: <br /> "Pursuant to the resolution of September 8th, 1947, I herewith submit a report <br /> of the survey for the opening of Twenty-fburth Avenue from Alder Street to Harris <br /> Street in Eugene, Oregon. I have made a survey of proposed opening and have marked <br /> the boundaries thereof. <br /> 0 <br /> This report contains: <br /> I First: A full and complete description of such Street and boundaries thereof, <br /> and'of the portion of each tract of land to be appropriated therefore. <br /> Second: A plat Showing the proposed opening together with adjacent property. <br /> Third: The present owners of adjacent property which may be benefitted by <br /> such opening." <br /> I It was moved by' Crumbaker, seconded by Davis that the report of the City Engineer <br /> be received and placed on file and that the matter take its usual course. <br /> Bills against the various City Departments for the month of October, 1947 <br /> were submitted as follows: <br /> .~ <br />
