The meeting was called to order by his Honor, Mayor Earl McNutt. , <br /> ,. <br /> Councilmen present at rollcall were Hawn, Crwnbaker, Johnson, Allen and Wells. "''''- <br /> , '~.l" <br /> Davis and Bailey absent. <br /> Mayor Earl McNutt called upon Councilman Crumbaker of the Second War for <br />J 1 suggestions or recommendations with reference to the appointment of a successor <br /> to the Council seat vacated through the resignation of Mr. Pennington. Councilman <br /> Crumbaker presented the name of Peter J. Hanns as a nominee and moved that the <br /> nomination of Mr. Hanns be confirmed by the Common Council. This motion was <br /> seconded by Councilman Johnson and was unanimously carried. Mr. Hanns was <br /> formally sworn in as a member of the Council. <br /> Upon motion the minutes of the last regular meeting held November 24, 1947 <br /> were considered read and approved. <br /> 2 Monthly estimates and approval for progress payments were submitted by the <br /> City Engineers as follows: <br /> First and Final payment to C. M. Kemp for construction of sidewalk on $1056.97 <br /> Harris Street from 23rd to 25th Avenues East. <br /> It was moved by Crwnbaker, seconded by Hawn that the estimate as approved be <br /> received and placed on file and that the proper city officers be authorized to <br /> make payment in accordance with the approved estimate. Motion carried. Rollcall - <br /> All Councilmen present vot,ing AYE. Davis and Bailey absent. <br /> Third payment to Werner & Jeske for improvement of Kincaid between <br /> 25th and 28th Avenues East. 855.04 <br /> It was moved by Crumbaker, seconded by Hawn that the estimate as approved be <br />I received and placed on file and that the proper city officers be authorized to <br /> make payment in accordance with the approved estimate. Motion carried. Rollcall - <br /> All Councilmen present voting AYE. Davis and Bailey absent. <br /> First payment to T. C. Wildish for construction of sidewalk on West side <br /> of Filmore Street from West Broadway to 11th 76.03 <br /> It was moved by Crumbaker, seconded by Hawn that the estimate as approved be <br /> received and placed on file and that the proper city officers be authorized to <br /> make payment in accordance with the approved estimate. Motion carried. Rollcall - <br /> All Councilmen present voting AYE. Davis and Bailey absent. <br /> First and Final payment to T. C. Wildish for the East side of Filmore <br /> Street from West Broadway to 11th Avenue West 893.52 <br /> It was moved by Crumbaker, seconded by Hawn that the estimate as approved be <br /> received and placed on file and that the proper city officers be authorized to <br /> make payment in accordance with the approved estimate. Motion carried. Rollcall - <br /> All Councilmen present voting AYE. Davis and Bailey absent. <br /> REPORTS OF OFFICERS <br /> A report of the City Manager re: several proposals involving special levies <br /> 3 and/or bond issues, was submitted and read as follows: <br />I "At a recent meeting the Common Council adopted a report of its Public Works <br /> Committee with reference to the Amazon Channel Improvement and authorized the legal <br /> department to prepare a special election ballot measure for presentation to the <br /> electors and taxpayers calling for a general obligation bond issue to provide funds <br /> for the City's share of the project. <br /> As the Council is aware several other proposals, involving bond issues and/or <br /> special levies, have been presented and discussed during the past several months. <br /> They are as follows: <br />I 1. Expansion and Improvement, of Eugene's fire defenses, including: <br /> . <br />.A~, a. Purchase of 100-foot aerial ladder truck. <br /> b. Construction of two sub-stations <br /> c. Installation of an adequate fire-alarm system in the high- <br /> value districts. <br /> d. Employment of additional manpower to staff the sub-stations <br /> and man ladder equipment. <br /> Estimated costs of this program total $120,000 for capital outlay and <br /> approximately $36,000 per year in increased operating expense. <br /> . ,-- --.....-.~.....-..........__....._~-- ,Jj <br />
