This additional tract would take in a piece of :~ <br />the ground proposed to be leased for the Naval Armory. ',' <br />...... <br /> <br />Through an apparent misunderstanding on my part, at the time these con- <br />versations took place, I was acting under the impression that the school and <br />church were interested only in the original piece of property with 150' frontage <br />on 13th, while the Adventist group contends that our conversations embraced the <br />entire piece east to Almaden Street. In the meantime, 'negotiations have proceeded <br />I for the leasing of the tract for the Naval Armory and we now have a conflict betwee <br />the requests and applications of these two groups. <br /> <br />I have extended my apoligies to the Seventh Day Adventist representative but <br />have assured him that it was my understanding that their concern had been solely <br />with the piece of ground which has been held for them and that it was only through <br />misunderstanding and not bad faith that no further consideration was given to their <br />plan of development at the time the negotiations were carried on for the Armory site <br /> <br />Unfortunately, at this time if we are to consider the Seventh Day Adventist's <br />request for the additional property to the east line of Almaden, it would mean an <br />entire revision of the lease with the U. S. Navy and would also raise a serious <br />question as to whether or not we could re-locate the Naval Armory building and still <br />keep it without the airport approach zone which as you recall posed a serious <br />question at the time the lease was negotiated. <br /> <br />However, I do wish to present all the facts in the case to the Common Council <br />at this time and seek a determination as to whether or not I should seek any re- <br />negotiation on the Armory site or proceed to execute the lease as previously <br />authorized by the Council. I have nevertheless, discussed this matter with Navy <br />representatives recently and have asked them to cooperate with all parties concerned <br />in the placing of the building so as to leave as much space as possible for the <br />development of an adequate playground site just west of the adventist School. This <br />cooperation has been assured." <br /> <br />I It was moved by crumbaker., seconded by Davis that the report of the Manager be re- <br />ceived and placed on file and that the City Manager be instructed to complete the <br />proposed lease with the U. S. Navy for the establishment of the Naval Armory and to <br />complete negotiations with the Seventh Day Adventist Church for the sale of that <br />certain tract of property adjacent to the Seventh Day Adventist School as per <br />previous agreement. Motion carried. <br /> <br />A report of the City Manager re: continuation of Group Life Insurance for <br />retired employes, was submitted and read as follows: <br /> <br />"In connection with the retirement on January 1st of several employees of the <br />6 City of Eugene, the question has arisen as to the City's policy with reference to <br />the continuation of Group Life Insurance coverage~ <br /> <br />An investigation discloses that in cities where Group Life Insurance is in <br />effect, varied rulings have been made with respect to this matter. However, I feel <br />that the City could easily absorb the small additional cost for car~ying on this <br />protection for its retired employes which amounts to approximately $2.13 per month <br />per $1,000 of insurance. <br /> <br />I should, therefore, like to recommend to the Common Council that authorization <br />be given to carry a retired employee, on the Group Life Insurance plan up to $1,000 <br />coverage, with the City to pay the premium for such coverage. Any additional <br />insurance now carried under the group plan by any given employee would be paid for <br />I by himself or herself. Trusting that this policy might meet with your approval, I a ' <br /> <br />It was moved by Bailey, seconded by Johnson that the report of the Manager be re- <br />ceived and placed on file and that the recommendation as outlined be adopted as the <br />policy of the City until July 1, 1948 with further consideration to be given by the <br />1948-49 Budget Committee as to continuance of this policy. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> <br />A report of the Board of Appeals was submitted and read as follows: <br /> <br />I "A meeting of the Board of Appeals was held in the office of the Building <br />?
