The meeting was called to order by his Honor, Mayor Earl McNutt. <br />Councilmen present at rollcall were - Crumbaker, Johnson, Hanns and Wells. <br />Hawn - 8:45, Davis - 9:00. Bailey and Allen absent. <br /> <br />Upon motion the minutes of the last regular meeting held March 22, 1948 were <br />considered read and approved. <br /> <br />,.,... . <br /> <br />............ <br /> <br />REPORTS OF COMMITTEES <br /> <br />A report of the Public Works Committee re: right-of-way acquisitions for <br />portion of U. S. Highway 99 from East Broadway to a dual connection with 6th and <br />7th Avenues East, was submitted and read as follows: <br /> <br />"Your Committee on Public Works to whom was referred the matter of approval <br />of right-of-way wacquisitions for that portion of the U. S. Highway 99 project <br />from East Broadway to a dual connection with 6th and 7th Avenues East, begs to <br />report as follows: <br /> <br />We have examined the report of right-of-way acquisitions a$ submitted by <br />Mr. W. F. Collins, Right-of-Way Agent for the Oregon State Highway Commission. <br />We find that the prices offered by the State are based on findings of competent <br />appraisers in keeping with present Oregon prices and that other costs, par- <br />ticularly the moving of buildings and structures are based on the best available <br />estimates. We, therefore, recommend that the report of the right-of-way agent <br />be approved and that the proper city officers so notify the Oregon State Highway <br />Commission." <br /> <br />It was moved by Crumbaker, seconded by Johnson that the report of the Public Works <br />Committee be received and placed on file and that the recommendation contained <br />therein be. approved. Motion carried. <br /> <br />A report of the Public Safety Committee re: restricted parking zones, etc., <br />was submitted and read. <br /> <br />"Your Committee on Public Safety to whom was referred various matters begs to <br />report as follows: <br /> <br />1. Your committee has ,studied the results of four traffic count surveys <br />made at the intersection of Charnelton Street with West 19th Avenue. While the <br />count shows a heavy preponderance of east-west traffic at these two intersections, <br />it is the committee's belief that the placing of stop signs for south bound traffic <br />would probably constitute a greater traffic hazard than now exists at these inter- <br />sections. We, therefore, recommend that the proper city officers be authorized <br />to install "slow-danger" signs either upon the pavement or upon posts at. the inter- <br />sections in question. <br /> <br />2. We recommend that Council Bill No. 323 prohibiting indiscrimina.te carrying <br />of passengers on automobiles, motocycles, and other motor vehicles be amended to <br />eliminate specific reference to students, and that the Council Bill as so amended <br />be given second and final readings by the Council. <br /> <br />3. Your Committee recommends that the request of Northwest Christian College <br />for a truck loading and unloading zone adjoining its commisary on East 12th between <br />Alder and Kincaid Streets be granted and that the zone be established. <br /> <br />4. Your committee has studied the question of complaints arising from the <br />operation of Ordinance No. 8670 of the City of Eugene which grants exclusive park- <br />ing privileges in front of residential entrances. It is the unanimous opinion of <br />the committee that Ord. No. 8670 is discriminatory and recommends to the Common <br />Council that it be repealed." <br /> <br />It was moved by Crumbaker, seconded by Johnson that the report of the Public Safety <br />Committee be received and placed on file and that the recommendations contained <br />therein be approved. Motion carried. <br /> <br />A report of the Public Safety Committee re: installation of additional stop <br />signs in the City of Eugene,begs to report as follows: <br /> <br />"In recent months your committee has been repeatedly called upon to study <br />requests from various sections of the City for installation of additional stop <br />signs at residential inter~ections. While some of these requests have been granted, <br />it is the Conwittee's considered opinion that the problem of traffic safety at <br />these points cannot be solved by any other means than by reducing the over-all <br />speed of vehicles using the City streets. <br /> <br />_.__.__ ji <br /> <br />~ <br />
