COUNCILMEN PRESENT AT ROLLCALL WERE _ <br />HAWN, DAVIS, CRUMBAK~R, BAILEY, JOHNSON, ALLEN, WELLS AND HANNS. <br /> <br />~., '" <br />I;. <br />, ~ <br /> <br />UPON MOTION THE MINUTES OF THE LAST REGULAR MEETING HELD APRIL 26, 1948 WERE CONSIDERED READ <br /> <br />AND APPROVED. <br /> <br />I <br /> <br />A REPORT OF THE CITY MANAGER RE: BIDS ON WEST-SIDE SEWER SYSTEM, WAS SUBMITTED AND R~AD AS <br />FOLLOWS: <br /> <br />"I AM PRESENTING HEREWITH FOR YOUR CONSIDERATION BIOS OBTAINED BY THE CITY FOR THE CONSTRUCTION <br />OF THE WEST-SIDE SEWER SYSTEM, SECTIONS I, 2 AND 3, TOGETHER WITH BIOS FOR THE SEWAGE PUMPING STATIO <br />rOR THiS SYSTEM. As THE COUNCIL IS AWARE, THAT PORTION OF THE FUNDS REQUIRED FOR THE CONSTRUCTION <br />OF THE TRUNK LINES IN THE SYSTEM IS TO BE DERIVED FROM THE PROCEEDS OF THE SPECIAL 5-MILL SEWER LEVY <br />VOTED IN MAY, 1944. AT THE TIME THAT THIS CHARTER AMENDMENT WAS ADOPTED, AUTHORIZING THE SPECIAL <br />MILLAGE, CERTAIN ESTIMATES WERE SUBMITTED BY THE ENGINEERING DEPARTMENT OF THE CITY IN SUPPORT OF <br />THE SPECIAL MILLAGE PROPOSAL. THESE ESTIMATES INCLUDED AN ITEM - "AMAZON DRAINAGE $,164,425.80". <br /> <br />As or RECENT DATE, MY OFFICE HAS BEEN CONTACTED BY INTERESTED PROPERTY OWNERS ALONG THE AMAZON <br />CHANNEL WITH RErERENCE TO THIS SPECIAL LEVY IN CONTENDING THAT THE INTENT OF THE.M~ASURE WAS TO <br />PROVIDE THE SUM OF $164,425.80 FOR AMAZON CHANNEL IMPROVEMENT. WHILE THE COMMON COUNCIL HAS, ON <br />VARIOUS OCCASIONS, DISCUSSED THIS MATTER IN CONNECTION WITH PRIORITIES TO BE GIVEN VARIOUS PROJECTS <br />IN CONNECTION WITH THE IMPROVEMENT AND EXTENSION OF EUGENE'S GENERAL SEWER SYSTEM, I FEEL THAT SOME <br />rlNAL DETERMINATION SHOULD BE MADE AT THE PRESENT TIME BEFORE ANY ACTION WOULD BE TAKEN TO AUTHORIZE <br />rURTHER EXPENDITURES OF THE SPECIAL SEWER LEVY rUNDS WHICH WILL BE NECESSARY TO rlNANCE OUR PORTION <br />or THE NEW WEST SiDE SYSTEM. <br /> <br />1 <br /> <br />THE TITLE OF THE ACT REFERRED TO READS AS FOLLOWS: 'To AMEND THE CHARTER or THE CITY or EUGENE <br />BY ADDING A NEW CHAPTER THERETO, AUTHORIZING, EMPOWERING, AND DIRECTING THE COMMON COUNCIL OF THE <br />CITY OF EUGENE TO DESIGN, CONSTRUCT, RECONSTRUCT, ADD TO, AND REPAIR THE SEWER AND DRAINAGE SYSTEM <br />or THE CITY OF EUGENE, INCLUDING THE mRAINS, DITCHES AND OUTLETS, FOR THE CARRYING AWAY or SEWAGE <br />AND rLOOD WATERS, AND FOR THE FOREGOING PURPOSES TO LEVY UPON ALL TAXABLE PROPERTY IN THE CITY, A <br />riVE MILL TAX LEVY EACH YEAR FOR A PERIOD OF FIVE CONSECUTIVE YEARS COMMENCING WITH THE LEVY FOR <br />THE TAX ROLL or 1944-1945, UNTIL THE ESTIMATED COST OF $300,664.70 SHALL HAVE BEEN RAISED, SAID LEVY <br />TO BE IN ADDITION TO AND IN EXCESSpF THE CONSTITUTIONAL SIx PER CENT LIMITATION UPON THE CITY'S <br />TAX LEVY." <br /> <br />IT WAS MOVED BY HAWN, SECONDED BY DAVIS THAT THE REPORT OF THE MANAGER BE RECEIVED AND PLACED ON <br />riLE AND THAT IT BE THE SENSE OF THE COMMON COUNCIL THAT THE EXPENDITURE OF MONIES rROM THE GENERAL <br />SEWER LEVY FUND rOR THE WEST SIDE SEWER SYSTEM AND PUMPING STATION IS A PROPER EXPENDITURE AND IN <br />ACCORDANCE WITH THE CITY CHARTER. MOTION UNANIMOUSLY CARRIED. <br /> <br />THE CITY MANAGER PRESENTED FOR COUNCIL CONSIDERATION THE FOLLOWING BIDS ON THE CONSTRUCTION <br />2 OF THE WEST-SIDE SEWER SYSTEM, SECTIONS I, 2 AND 3 AND THE PUMPING STAT'ION, WHICH BIDS HAD BEEN <br />PUBLICLY OPENED AND READ MAY 7, 1948. <br /> <br />THE MANAGER REPORTED THE BIDS TO BE IN PROPER ORDER AND ACCOMPANIED BV CERTIFIED OR CASHIERS <br />CHECKS. THE CITY MANAGER FURTHER CERTIFIED TO THE COUNCIL THAT THE BID SCHEDULE AS .SUBMITTED WAS <br />A TRUE AND EXACT COPV or THE BID FORMS SUBMITTED BY THE rOLLOWING CONTRACTORS AND THAT THE FIGURES <br />IN EACH BID SUBMITTED HAD BEEN CHECKED AND VERIFIED FOR PUMPING STATION AS WELL AS WEST SIDE SEWER <br />6YSTEM. <br /> <br /> lEST-SlOE SEWER SYSTEM <br /> C.
