THE MEETING WAS CALLED TO ORDER BY HIS HONOR, <br />MAYOR V. E. JOHNSON WITH'THE FOLLOWING COUNCILMEN PRESENT: CRUMBAKER, BOOTH, GODLOVE, <br />SMITH, KOPPE, SIEGENTHALER AND WATSON. COUNCILMAN ALLEN WAS ABSENT. <br /> <br />AFTER ADDITIONAL STUDY OF THE TEN-YEAR PARK DEVELOPMENT PROGRAM AS PROPOSED BY THE <br />EUGENE RECREATION COMMISSION AND AS RECOMMENDED BY THE CITY BUDGET COMMITTEE AT THEIR <br />MEE T I NG ON APR It:. 25, 195 I, I T WAS MO-VEP~ BY- CRUMBAKER, SECONDED BY SM I TH THAT THE FOLLOW I NG <br />RESOLUTION BE ADOPTED. MOTION CARRIED. <br /> <br />"BE I T RESOLVED BY THE MAYOR AND COMMON COUNC I L OF THE CITY, OF EUGENE THA T THERE <br />BE SUBMITTED TO THE ELECTORS OF SAID CITY FOR THEIR APPROVAL OR REJECTION AT A SPECIAL <br />ELECTION TO BE HELD ON THE 27TH DAY OF JUNE, 1951, WITHIN THE CITY OF EUGENE, THE <br />ANNEXED CHARTER AMENDMENT, BEING <br /> <br />CHARTER AMENDMENT <br />AN ACT <br /> <br />To AMEND THE CHARTER OF THE CITY OF EUGENE BY ADDING A NEW CHAPTER THERETO <br />AUTHORIZING, EMPOWERING AND DIRECTING THE COMMON COUNCIL OF THE C TY OF EUGENE TO <br />CONTINUE THE PARK AND PLAYGROUND CAPITAL IMPROVEMENT PROGRAM, INCLUDING BUILDINGS, <br />EQUIPMENT, FACILITIES AND THE PURCHASE OF LAND FOR PARKS, RECREATIONAL AREAS AND PLAY- <br />GROUNDS OF THE CITY'S PARK SYSTEM AND FOR THE FOREGOING PURPOSES TO LEVY UPON ALL <br />TAXABLE PROPERTY IN THE CITY OF EUGENE A ONE MILL TAX LEVY EACH YEAR FOR A PERIOD OF <br />TEN CONSECUTIVE YEARS, COMMENCING WITH THE LEVY FOR THE TAX ROLL OF 1951-52 UNTIL THE <br />ESTIMATED COST OF $450,000.00 SHALL HAVE BEEN RAISED, SAID LEVY TO BE IN ADDITION TO <br />AND IN EXCESS OF THE CONSTITUTIONAL SIX PER CENT LIMITATION UPON THE CITY TAX LEVY. <br /> <br />. THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br /> <br />BE IT ENACTED BY THE ELECTORS OF THE CITY OF EUGENE, OREGON. <br /> <br />SECTION I. THE COMMON COUNCIL OF THE CITY OF EUGENE IS HEREBY AUTHORIZED AND <br />EMPOWERED TO LEVY IN EACH YEAR FOR TEN CONSECUTIVE YEARS, COMMENCING WITH THE 1951-52 <br />LEVY, A ONE MILL TAX UPON ALL TAXABLE PROPERTY, BOTH REAL AND PERSONAL, WITHIN THE <br />CITY OF EUGENE, OREGON, NOT EXEMPT FROM TAXATION, FOR THE PURPOSE OF PROVIDING FUNDS <br />FOR CAPITAL IMPROVEMENTS ON PARKS AND PLAYGROUNDS, INCLUDING BUILDINGS, EQUIPMENT, <br />FACILITIES AND THE ACQUISITION OF LAND FOR THE PARKS, RECREATIONAL AREAS AND PLAY- <br />GROUNDS OF THE CITY OF EUGENE. <br /> <br />SECTION 2. THIS LEVY SHALL BE IN ADDITION TO EXISTING LEVIES. <br /> <br />SECTION 3. THAT THE ESTIMATES TOTALLING $450,000.00 HAVE BEEN ARRIVED AT IN THE <br />FOLLOWING MANNER: <br /> <br />LAND DEVELOPMENT AND EQUIPMENT <br />BUILDING AND FACILITIES <br />LAND ACQUISITION <br /> <br />$ 286,900.00 <br />94,200.00 <br />68,900.00 <br /> <br />$ 450,000.00 <br /> <br />SECTION 4. <br />AND KEPT IN THE <br /> <br />THE MONEY REALIZED BY THE LEVY HEREIN PROVIDED FOR SHALL BE DEPOSITED <br />PARKS AND PLAYGROUNDS CAPITAL IMPROVEMENT FUND. <br /> <br />SECTION 5. THAT SAID MONEY SHALL BE DISBURSED BY THE COMMON COUNCIL BY WARRANTS <br />DRAWN BY THE COUNCIL UPON SAID PARKS AND PLAYGROUNDS CAPITAL IMPROVEMENT FUND, SAID <br />WARRANTS TO BE SIGNED BY THE MAYOR AND CITY RECORDER. <br /> <br />SECTION 6. THIS LEVY WILL BE IN ADDITION TO AND IN EXCESS OF THE CONSTITUTIONAL <br />SIX PER CENT LIMITATION UPON THE CITY'S TAX LEVY. <br /> <br />RESOLUTION ADOPTED BY THE COMMON COUNCIL OF THE CITY OF EUGENE THIS 27TH DAY OF <br />APR I L, 195 I . MOTION CARRIED UNANIMOUSLY AND THE BILL <br />WAS READ THE SECOND TIME BY TITLE ONLY. <br /> <br />IT WAS MOVED BY CRUMBAKER, SECONDED BY BOOTH THAT THE RULES BE SUSPENDED AND THE BILL <br />BE READ THE THIRD TIME BY TITLE ONLY, WITH UNANIMOUS CONSENT OF THE COUNCIL.
