I <br /> I A SPECIAL MEETING OF THE CITY COUNCIL WAS HELD IN THE CITY HA L L ON AUGUST 2, 1951. THE <br /> MEETING WAS CALLED TO ORDER BY HIS HONOR, MAYOR V. E. JOHNSON WITH THE FOLLOWING COUNCILMEN <br /> PRESENT: CRUMBAKER, BOOTH, GODLOVE, KOPPE AND SIEGENTHALER; CITY ATTORNEY; MR. MATSLER; MR. <br /> BUFORD AND THE CITY RECORDER. <br /> 2 IT WAS EXPLAINED BY THE CITY RECORDER THAT AN OPTION HAD BEEN SECURED TO PURCHASE <br /> APPROXIMATELY 2-1/2 ACRES OF THE WHISLER PROPERTY ADJACENT TO CITY-OWNED PROPERTY AT 22ND <br /> AND PEARL STREETS FOR THE AMOUNT OF $3,500.00 PLUS THE COST OF GRAVEL FOR AN ENTRANCE 500 <br /> FEET LONG BY 20 FEET WIDE. IT WAS FURTHER EXPLAINED THAT A PART OF THIS PROPERTY (ABOUT <br /> I ONE-THIRD) WAS NEEDED FOR THE RIGHT OF WAY FOR OPENING PEARL STREET AND THE BALANCE EAST <br /> WAS NEEDED FOR DEVELOPMENT OF THE AMAZON PARK AREA. I T WAS RECOMMENDED THAT THE OPTION BE <br /> EXERCISED AND THE PURCHASE AUTHORIZED. <br /> AFTER DISCUSSION, IT WAS MOVED BY BOOTH, SECONDED BY CRUMBAKER THAT THE OPTION BE <br /> EXERCISED AND THE PROPERTY BE PURCHASED FOR $3,500.00 PLUS FURNISHING THE 500-FOOT BY 20-FOOT <br /> GRAVEL ENTRANCE OR THE COST OF FURNISHING AND LAYING THE GRAVEL FOR SUCH AN ENTRANCE. MOTION CARRIED. <br /> IT WAS MOVED BY CRUMBAKER, SECONDED BY BOOTH THAT THE CITY ATTORNEY BE AUTHORIZED TO TAKE <br /> PRELIMINARY STEPS TO INSTITUTE CONDEMNATION PROCEEDINGS TO SECURE APPROXIMATELY 2.6 ACRES OF <br /> THE THOMPSON PROPERTY (SOUTH OF THE WHISLER PROPERTY) NEEDED FOR RIGHT OF WAY FOR PEARL STREET <br /> AND FOR THE AMAZON PARK DEVELOPMENT. MOTION CARRIED. <br /> 3 I THE SUBJECT OF GIVE-AWAY SALES PROMOTIONAL PROGRAMS BE I NG CONDUC TED IN EUGENE STORES WAS <br /> I DISCUSSED BY THE CITY ATTORNEY AND IT WAS SUGGESTED THAT CERTAIN OF THESE MIGHT CONSTITUTE <br /> VIOLATIONS OF THE STATE LAW PROHIBITING LOTTERIES. <br /> IT WAS MOVED BY CRUMBAKER, SECONDED BY KOPPE THAT THE CITY ATTORNEY BE INSTRUCTED TO <br /> INVESTIGATE THE MATTER IN COOPERATION WITH THE DISTRICT ATTORNEY'S OFFICE.
