MR. BROWNING OUTLINED THE DIFFERENCES BETWEEN LEGITIMATE AND <br />ILLEGITIMATE OPERATIONS WITH RELATION TO CARNIVALS, SIDESHOWS, GAMES OF CHANCE, ETC. <br />AND THE IMPORTANCE OF PROPER SUPERVISION, REGULATION AND INSPECTION OF EACH OF THESE <br />SHOWS AND GAMES TO ASSURE THAT THEY WERE RUN,'ON A FAIR BASIS FOR PLEASURE ONLY~ THE <br />DIFFICULTY OF ACHIEVING PROPER REGULATION WAS ALSO BROUGHT OUT. <br /> <br />I <br /> <br />THE DESIRABILITY OF ADMITTING ONLY CARNIVALS WHICH WERE REPUTABLE AND WHICH DID <br />NOT OPERATE GAMES OF CHANCE OR UNDESIRABLE SIDESHOWS WAS DISCUSSED AS WELL AS THE <br />POSSIBILITY OF LOCATING THESE CARNIVALS AT LEAST A MINIMUM OF 300 YARDS FROM ANY <br />RESIDENCES TO ELIMINATE DISTURBING THE PUBLIC AS MUCH AS POSSIBLE. MEMBERS OF THE <br />FAIR BOARD EXPRESSED THE OPINION THAT A CARNIVAL'LOCATED IN THE CENTER OF THE FAIR- <br />GROUNDS WOULD BE 'FAR ENOUGH AWAY FROM' RESIDENTIAL AREAS THAT IT WOULD NOT BE TOO <br />MUCH OF A. DISTURBANCE'IF, .THE LOUD SPEAKING'SYSTEMS WERE'CURTAILED; AND THAT,OTHER <br />ENTRANCES HAD BEEN DEVELOPED TO THE FAIRGROUNDS TO ALLEVIATE TRAFFIC CONGESTION. <br /> <br />e <br /> <br />~ <br />
