QUINN; <br />ANNEXATIONS OF CAPITAL HILL AND SOUTH SUNNY HOLLOW; IMPROVEMENT PETITIONS WERE SUBMITTED AND <br />READ AS FOLLOWS: <br /> <br />e <br /> <br />"A MEETI NG OF <br /> <br />FOLLOWING PRESENT: <br />ENGINEER. <br /> <br />THE PUBLIC WORKS COMMITTEE WAS HELD ON MAY 22, 1953 WITH THE <br />COUNCILMEN CRUMBAKER, GODLOVE, AND KOPPE; CITY MANAGER; CITY <br /> <br />I. THE REQUEST OF MRS. GERTRUDE JEANS TO CONSTRUCT A DUPLEX ON THE WEST SIDE OF POLK <br />STREET IMMEDIATELY SOUTH OF THE FRANK MOODY APARTMENT COURTS WAS REVIEWED. THIS LOT IS <br />85 FEET FACING POLK STREET AND 500 FEET DEEP. <br /> <br />I <br /> <br />INASMUCH AS THERE IS AN EXISTING EIGHT UNIT APARTMENT COURT ADJACENT TO THIS <br />PROPERTY, IT WAS RECOMMENDED THAT THE COUNCIL APPROVE A VARIANCE FOR MRS. JEANS TO <br />CONSTRUCT THIS DUPLEX; HOWEVER, I T WAS BROUGHT OUT BY MEMBERS OF THE COMMITTEE THAT <br />POSSIBLY A BETTER USE OF THIS TRACT OF GROUND WOULD BE TO CONSTRUCT AN ACCESS ROAD <br />TO THE REAR OF THE LOT AND FACE THE UNITS TO THE NORTH SO THAT MORE UNI TS COULD BE <br />CONSTRUC TED. <br /> <br />2. THE REQUEST OF C. E. QUI NN OF I 123 MONROE STREET TO BUI LD AN ENCLOSURE I I FEET BY <br />12 FEET ON THE REAR OF HIS MARKET WAS STUDIED. IT WAS RECOMMENDED THAT A VARIANCE BE <br />GRANTED TO PERMIT THIS CONSTRUCTION FOR STORAGE PURPOSES ONLY AS OUTLINED I N MR. QUINN'S <br />LETTER OF MAY 7,1953. IN MAKING THIS RECOMMENDATION,"IT WAS RECOGNIZED THAT HE WOULD <br />COMPLY WITH ALL BUILDING REGULATIONS IN CONNECTION WI TH FIRE WALLS AND PROPER CONSTRUC- <br />TION. <br /> <br />Ie <br /> <br />3. THE COMMITTEE AGAIN REVIEWED THE PETITION FOR ANNEXING THE AREA KNOWN AS CAPITAL <br />HILL FIRST ADITION AS SUBMI TTED BY PAUL CAMPBELL AND SEVEN RESIDENTS or THE AREA) <br />WHICH CONSTITUTE A MAJORITY OF THE PERSONS LIVING IN THE AREA. A LETTER SIGNED BY DR. <br />TRIOLO, HEAD OF THE CI Ty-COUNTY HEALTH DEPARTMENT WAS NOTED WHEREIN HE ADVISED THAT THE <br />AREA WAS SUITABLE FOR SEPTIC TANK TYPE SEWAGE DISPOSAL, AND THE CITY ENGINEER ADVISED <br />THAT THAT PORTION OF THE AREA WHICH SLOPES TOWARD MALABAR HILL COULD BE SERVICED BY THE <br />TRUNK LINE SEWERS SERVING MALABAR HILL. UNDER THESE CONDI TIONS AND WITH THE UNDERSTAND- <br />ING THAT NO TRUNK LINE SEWEBS COULD BE CONSTRUCTED INTO THIS AREA IN THE NEAR FUTURE, <br />I T WAS RECOMMENDED THAT THE COUNCIL APPROVE AN ANNEXATION ELECTION TO BE HELD SO THAT <br />THE RESIDENTS OF THIS AREA COULD VOTE UPON THIS ISSUE. <br /> <br />I <br /> <br />4. THE COMMITTEE AGAIN REVIEWED THE REQUEST OF THE RESIDENTS OF THE SOUTH SUNNY <br />HOLLOW AREA fOR ANNEXATION. MR. FRANK KINNEY ADVISED THAT 100% OF THE RESIDENTS AND <br />PROPERTY OWNERS HAD AGREED TO SIGN A P-ETITION REQUESTING THIS ANNEXATION. MR. KINNEY <br />ALSO AGREED TO DEED TO THE CITY AN 80 FOOT STRIP BETWEEN EAST AND WEST AMAZON DRIVES <br />FROM HILYARD STREET TO MARTIN DRIVE FOR PARK AND RECREATION PURPOSES AS WELL AS SIX <br />ACRES OF GROUND NEAR THE SOUTH PART OF THE AREA FOR PARK PU~POSES) AND APPROXIMATELY <br />TWO ACRES EAST OF AMAZON DRIVE, APPROXIMATELY OPPOSITE 40TH STREET FOR PARK PURPOSES. <br />UNDER THESE CONDITIONS AND WITH THE UNDERSTANDING THAT 100% OF THE PEOPLE DESIRED <br />ANNEXATION, IT WAS RECOMMENDED THAT THE COUNCIL APPROVE ~NNEXATION PROCEEDINGS BY <br />AUTHORIZING AN ANNEXATION ELECTION FOR THIS AREA. IN MAKING THE RECOMMENDATION FOR <br />THIS ANNEXATION, IT WAS BROUGHT OUT THAT THE PEOPLE LIVING IN THIS AREA SHOULD UNDER- <br />STAND THAT THE CITY CANNOT EXTEND SEWERS TO THE AREA UNTIL MONEY IS AVAILABLE AND THE <br />AREA HAS BUI[T UP SUFFICIENTLY TO WARRANT THIS EXPENDITURE. <br /> <br />e <br /> <br />5. A PETITION FOR PAVING 22ND AVENUE BETWEEN ADAMS AND JACKSON, ADAMS BETWEEN 21ST <br />AND 22ND AND JACKSON BETWEEN 21ST AND 2GND AVENUE WAS REVIEWED BY THE COMMITTEE. INAS- <br />MUCH AS THIS PETI TION HAD 87.46% OF THE PROPERTY OWNERS REQUESTING THE IMPROVEMENT AND <br />PARTICULARLY THAT IT IS BADLY NEEDED BY SCHOOL DISTRICT NO.4 TO PROVIDE BETTER ACCESS <br />TO THE ADAMS STREET SCHOOL, IT WAS RECOMMENDED THAT THE COUNCIL AUTHORIZE THIS IMPROVE- <br />MENT." <br /> <br />IT WAS MOVED BY KOPPE, SECONDED BY OWEN THAT THE REPORT OF THE PUBLIC WORKS COMMITTEE <br />BE ADOPTED.
