IN THE COUNCIL CHAMBERS <br />BY HIS HONOR, MAYOR V. E. JOHNSON WITH THE FOLLOWING COUNCILMEN PRESENT: BOOTH, KOPPE, <br />SIEGENTHALER, WATSON AND OWEN. COUNCILMAN CRUMBAKER TOOK HIS SEAT IN THE COUNCIL CHAMBERS <br />AT 8:00 P.M. COUNCILMEN GODLOVE AND CONE WERE ABSENT. <br /> <br />THE MINUTES OF THE LAST REGULAR MEETING HELD FEBRUARX 8, 1954 AND ADJOURNED TO FEBRUARY <br />23, 1954 WERE READ AND APPROVED. <br /> <br />REPORTS OF OFFICERS <br /> <br />e <br /> <br />A REPORT OF THE CITY MANAGER - RE: BUDGET COMMITTEE MEETING WAS SUBMITTED AND READ <br />AS FOLLOWS: <br /> <br />I <br /> <br />"A PRELIMINARY MEETI~G OF THE BUDGET COMMITTEE WAS HELD AT THE CITY HALL ON <br />MONDAY, FEBRUARY 22, 1954 WITH THE FOLLOWING PRESENT: MAYOR JOHNSON; COUNCILMEN <br />CRUMBAKER, BOOTH, KOPPE, SIEGENTHALER, WATSON, CONE; BUDGET COMMITTEE MEMBERS HILL, <br />S ALSBERG, EVERSON AND WILLIAMSON; CITY MANAGER; CITY ATTORNEY; CITY ENGINEER; FIRE <br />CHIEF; DIRECTOR OF PARKS AND RECREATION AND CITY RECORDER., <br /> <br />THIS MEETING WAS HELD FOR THE PURPOSE OF GI'VING DISCUSSION TO AND MAKING <br />RECOMMEN~ATIONS 'ON ANY ISSUES INVOLVING BOND ISSUES OR LEVIES THAT SHOULD BE SUB- <br />M,ITTED TO THE VOTERS AT THE PRIMARY ELECTION ON MAY 21ST. AT THE BEGINNING OF THE <br />MEETING, IT WAS MOVED, DULY SECONDED AND CARRIED THAT MR. DELBERT HILL BE NAMED <br />CHAIRMAN PRO TEM OF THE BUDGET COMMITTEE~ <br /> <br />. <br /> <br />THE MATTER OF CONSIDERING A LIBRARY EXPANSION PROGRAM WAS DISCUSSED. THE <br />POSITION OF THE LIBRARY BOARD WAS PRESENTED BY MR. WI LLIS WARREN, CHAIRMAN OF THE <br />BOARD. IT WAS MOVED, DULY SECONDED THAT THE SUBJECT OF A NEW LIBRARY BUILDING PRO- <br />GRAM BE SUBMITTED TO THE COUNCIL AT ITS NEXT REGULAR MEETING WITH THE REQUEST THAT <br />I T BE REFERRED TO THE PLANNING COMMISSION FOR STUDY AND A REPORT. MOTION CARRIED. <br /> <br />THE NEXT SUBJECT CONSIDERED BY THE COMMITTEE WAS THE PROPOSAL FOR CONSTRUCTION <br />OF A NEW FIRE SUB-STATION IN THE SOUTH SECTION OF THE CITY. FIRE CHIEF SURFUS EX- <br />PLAINED THE NEED FOR THE STATION AND GAVE SOME FIGURES ON PROBABLE COST OF CONSTRUCTION <br />AND OPERATION. <br /> <br />AFTER A RATHER COMPLETE DISCUSSION~ IT WAS MOVED AND SECONDED THAT IT IS THE SENSE <br />OF THE MEETING THAT THE CITY MAKE PROVISION FOR A FIRE STATION IN ~HE 1954-55 BUDGET AND <br />THAT FINANCIAL PLANS BE RREPARED TO THAT END. MOTION CARRIED. <br /> <br />I <br /> <br />THE MATTER OF RENEWING THE SEWER CONSTRUCTION LEVY (5 MILLS FOR FIVE YEARS) WHICH <br />EXPIRED WITH THE BUDGET YEAR 1953-54 WAS ALSO DISCUSSED. A PLAN FOR CONSTRUCTION OF <br />SEWERS WAS OUTLINED BY THE CITY ENGINEER. HIS ESTIMATE FOR NEEDED SANITARY TRUNK SEWERS <br />FOR THE NEXT FIVE YEARS IS $860,000.00. <br /> <br />I <br /> <br />IT WAS MOVED AND DULY SECONDED THAT IT BE RECOMMENDED TO THE COUNCIL THAT A PRO- <br />POSAL BE SUBMITTED TO THE VOTERS AT THE PRIMARY ELECTION TO AUTHORIZE A LEVY OF <br />$175,000 OUTSIDE THE 6% CONSTITUTIONAL LIMIT EACH YEAR FOR THE:'NEXT FIVE YEARS TO <br />CONSTRUCT TRUNK SEWERS. MOTION CARRIED." <br /> <br />e <br /> <br />I T WAS MOVED BY BOOTH, SECONDED BY OWEN THAT THE REPORT OF, THE CI TY MANAGER BE ADOPTED <br />AND THAT THE CITY ATTORNEY BE INSTRUCTED TO PREPARE THE NECESSARY RESOLUTION TO PLACE THE <br />SEWAGE AND DRAINAGE LEVY ON THE BALLOT AT THE PRIMARY ELECTION.
