THE MEETING WAS CALLED TO ORDER BY HIS HONOR, MAYOR V. E. <br /> " <br /> " JOHNSON WITH THE FOLLOWING COUNCILMEN PRESENT: COUNCILMEN CRUMBAKER, KOPPE, SIEGENTHALER, <br /> " <br /> " <br /> I: WATSON, AND CONE. COUNCILMEN BOOTH, GODLOVE AND OWEN WERE ABSENT. <br /> , <br /> :1 <br /> i: <br /> I " THE MAYOR OPENED THE MEETING BY STATING THAT IT WAS BEING HELD FOR THE PURPOSE OF <br /> :i DISCUSSING THE ARTERIAL STREET SYSTEM TO SERVE THE RIVER ROAD AREA AND TO DISCUSS SPECIFI- <br /> CALLY THE REPORT OF THE STATE HIGHWAY DEPARTMENT ON THE FEASIBILITY OF A RAILROAD OVER- <br /> CROSSING AT WASHINGTON AND JEFFERSON STREETS. <br /> e THE SITUATION WAS OUTLINED IN MORE DETAIL BY MR. LEE KIES, THE CITY TRAFFIC ENGINEER. <br /> HE POINTED OUT WHAT APPEARED TO HIM TO BE THE ADVANTAGE OF A PERMANENT ROAD DEVELOPMENT <br /> PROGRAM INVOLVING A DIKE ROAD ALONG THE RIVER AND A CROSSING OF THE RAILROAD AT WASHINGTON <br /> AND,JEFFERSON STREETS NOT INVOLVING AN OVERHEAD STRUCTURE. <br /> THE SUBJECT WAS DISCUSSED ALSO BY CERTAIN RESIDENTS OF THE RIVER ROAD AREA WHO <br /> I FAVORED SOME TYPE OF OVERHEAD STRUCTURE AND WHO FELT THAT THE ONLY ANSWER TO THEIR PROBLEM <br /> WAS AN OVERHEAD CROSSING. BOTH THE CITY COUNCIL AND THE RIVER ROAD REPRESENTATIVES WERE <br /> IN AGREEMENT THAT WIDENING AND I MPROVEMENT OF 1ST AVENUE AND RAILROAD BOULEVARD SHOULD <br /> NOT BE UNDERTAKEN, BUT THAT A PERMANENT CONNECTION SHOULD BE CONSTRUCTED TO A DIKE ROAD TO <br /> SERVE THE RIVER ROAD AREA. <br /> AFTER FURTHER DISCUSSION IT WAS MOVED BY DR. CRUMBAKER, SECONDED BY MR. SIEGENTHALER I <br /> THAT THE COUNCIL GO ON RECORD AS BEING WILLING TO ACTIVELY SUPPORT A BONO ISSUE TO FINANCE <br /> THE CITY'S PROPORTIONATE SHARE OF A RAILROAD OVERHEAD STRUCTURE OR STRUCTURES AT WASHINGTON <br /> AND JEFFERSON STREETS AND A PERMANENT ACCESS TO RIVER ROAD BY WAY OF A DIKE ROAD ALONG THE <br /> RIVER. ROLLCALL VOTE. ALL COUNCILMEN PRESENT VOTED AYE. MR. BOOTH, MR. GODLOVE AND MR. <br /> OWEN WERE ABSENT. <br /> .
