E. Based on: (1) the park development/renovation cost adjustment using the Engineering News -Record 20 -City national average Construction Cost Index of 3.7% Index (May 2016 through May 2017), and (2) the park land acquisition cost adjustment using the Lane County Assessment & Taxation office's published 2016 Sales Ratio Report, it is necessary to adjust the Parks System SDCs by implementing an average 2.6% increase in the Parks System SDC for residential development, and an average 2.7% increase in the Parks System SDC for nonresidential development. As such, these increases will not result in a 5% or greater fee revision within a 12 - month period. F. The 'inflationary adjustments are consistent with adopted policies of the City, are in conformity with applicable state law, are authorized by Section 7.710(5) of the Eugene Code, 1971, and should be implemented effective September 1, 2017.
