THE MEETING WAS CALLED TO ORDER BY HIS HONOR MAYOR E. E. CONE WITH <br /> THE FOLLOWING COUNCILMEN PRESENT: MR. SHEARER, MRS. LAURIS, MR. MOLHOLM, MR. MCGAFFEY, MR. CHATT, <br /> MR. WILSON AND MR. SWANSON. MR. SHEARER AND SECONDED BY MR.. -SWANSON THAT THE CONTRACT BE AWARDED TO BYRNES <br /> CONSTRUCTION COMPANY FOR THE PAVING OF HILYARD STREET BETWEEN 24TH AVENUE AND 40TH AVENUE, AND THAT <br /> THE BID BE REVISED AND THAT HILYARD STREET BE PAVED TO A WIDTH OF 42 FEET FROM 24TH AVENUE TO 30TH <br /> AVENUE, AND TO A WIDTH OF 36 FEET FROM 30TH AVENUE TO 40TH AVENUE, WITH THE CENTRAL LINE OF THE <br /> PAVING TO BE ON THE ORIGINAL 50 FOOT RIGHT OF WAY. <br /> IT WAS MOVED BY MR. WILSON AND SECONDED BY MR. MCGAFFEY THAT THE MOTION BE AMENDED TO PAVE <br /> ~ HILYARD STREET TO A WIDTH OF 52 FEET BETWEEN 24TH AVENUE AND 30TH AVENUE, EXCEPT ON ONE AREA AT 25TH <br /> OJ AVENUE WHERE THERE IS NOT SUFFICIENT RIGHT OF WAY, AND THAT THIS AREA BE PAVED TO A_ WIDTH OF 48 FEET <br /> C\J WITH NO PARKING ON EITHER SIDE. <br /> ~ <br /> ,:0 THE MOTION LOST WITH COUNCILMEN MCGAFFEY, CHATT AND WILSON VOTING AYE, <br /> 0: ON VOTE ON THE AMENDMENT, <br /> AND COUNCILMEN SHEARER, LAURIS, MOLHOLM AND SWANSON VOTING NAY. <br /> ON VOTE ON THE ORIGINAL MOTIO\J, ALL COUNCILMEN PRESENT VOTED AYE ON ROLLCALL. <br /> IN THE DISCUSSION ON THIS SUBJECT, COUNCILMAN WILSON INDICATED THE DESIRABILITY OF ADDED WIDTH <br /> ON HILYARD STREET. OTHERS QUESTIONED THE DESIRABILITY OF A WIDE STREET ADJACENT TO AMAZON PARK, <br /> AMAZON SWIMMING POOL AND ROOSEVELT JUNIOR HIGH SCHOOL. .SOME QUESTIONED THE PROPOSED SPENCER BUTTE <br /> EXPRESSWA Y AN) ITS NE:A'R PROXIMITY TO SOUTH EUGEl-lE HIGH SCHOOL. OPINIONS WERE ALSO EXPRESSED THAT <br /> SOME DAY HILYARD STF€ ET MAY BECOME AN ARTERIAL, BUT IF .IT SO DEVELOPS, THA T HI L YARD STRE ET WOUI.:D <br /> ~VE TO BE WIDER THAN 52 FEET. <br /> 2 MR. HOFFMAN OF T~ SCHOOL BOARD OF SCHOOL DISTRICT #4 APPEARED BEFORE THE COUNCIL ON THE QUESTION <br /> I OF LAGOONS FOR SEWAGE DISPOSAL. HE STATED THE STATE SANITARY AUTHORITY HAD ORIGINALLY STIPULATED <br /> SUCH LAGOONS SHOULD BE AT LEAST 1320 FEET FROM A RESID&CE, BUT HAS SINCE REVERSED THIS TO 700 FEET, <br /> AND REQUESTED THE ORDINANCE ALLOWING LAGOONS IN THE CITY BE AMENDED TO THE 700 FOOT DISTANCE. <br /> IT WAS MOVED BY MR. SHEARER AND SECONDED BY MR. MOL80LM THAT THE CIT~ ATTORNEY PREPARE AN AMEND- <br /> ING ORDINANCE TO ALLOW LAGOONS AT A DISTANCE OF 700 FEET FROM RESIDENCES.
